Report dated May 20, 2026 from the Director of Engineering - Request for Approval - Sewer Pumpstation Contracted Services
Staff recommendation to enter into a contract for routine maintenance of sanitary sewer pump stations.
In the end, however, residents were left with rigidity, uncertainty, inconsistency, and potential legal exposure while neighbouring municipalities continue moving toward more workable frameworks.
That does not feel like a sustainable position for either View Royal residents or Council moving forward.
Respectfully,
Diane Fownes

Subject: Requesting further discussion on STR’s
Dear Mayor and Council,
I spoke at the meeting Monday night along with my partner Scott regarding short-term rentals, and after reflecting on the discussion, I wanted to ask that Council consider bringing the motion back for further discussion and possible compromise options.
It felt like a lot of the discussion focused on concerns around parking and operations, but some of the existing business licence requirements and parking expectations already in place were not fully discussed or clarified. I also don’t think there was enough discussion about the amnesty period Council has already approved and how residents are supposed to legally navigate that without any actual bylaw change to support it.
I completely understand that people have different opinions on STRs, but it seems like there may still be room for a temporary interim solution. For example, Council could consider a temporary change to the existing business licence framework to allow rentals under 90 days beginning June 1 until a new Council is elected and able to formally review the issue and make longer-term decisions through the normal public process.
I appreciate the time Council has put into this issue and hope you will consider reopening the conversation.
Thank you,
Rachel and Scott

Subject: Short term rentals - no thanks
Hello Mayor and council,
Thank you for your efforts over the variety of years of service each of you has brought to the leadership of View Royal.
I see that a coordinated effort is underway on behalf of landlords to change our rules on short term rentals, under the guise of reconciling provincial and town wording. All of that bores me. What I do care about is that while I am a property owner lucky enough to live in the best corner of view royal / Victoria / bc and beyond (Thetis Vale), friends have all moved far beyond our borders, from Sooke to "Happy" Valley and Royal Bay, (and even Nakusp!), pushing young families further and further away.
It's well-established that short term rentals, while benefiting a few, cost our community it's up-and comers by driving up rent and home prices. What is unique to view royal is that it is situated between two primary traffic routes between where people live and where they work / play. Pushing people out of our community for the benefit of a few thousand dollars for a few, while our commutes get busier and our friends get further away is not a win to me. I believe my house value has gone down within the last year or two - so something is working. I've accepted that as a trade off for a healthy community free of the ills that air BNBs bring, and I wish to log my strong opposition to any changes that bring short term rentals back into our mix.
Thank you,
Rob Black
