Advance Notice: Planned Canada Post delivery changes in View Royal

Dear Mayor Tobias and Members of Council,

I am writing to provide early notice of planned Canada Post delivery changes in View Royal as part of our national transformation and modernization efforts. These changes will be announced later today (June 11) and are intended to position Canada Post for the future by addressing ongoing financial pressures while maintaining high-quality service for all Canadians.

As you know, Canada Post is at an important inflection point. Declining letter mail volumes, rising delivery costs, and evolving customer expectations have created a challenging financial environment for the national postal service. To continue delivering reliable and affordable service—without becoming a recurring burden on taxpayers—we must modernize our operations.

A key component of this modernization is the gradual conversion of door-to-door delivery to community mailbox (CMB) service in select neighbourhoods, including parts of View Royal. Implementation in these areas is currently anticipated to begin in 2027.

For your reference, we have attached an information package entitled Canada Post Community Mailboxes: What to Expect in Your Community (June 2026)

Nearly three-quarters of Canadian addresses already receive mail through centralized delivery. Expanding this approach will help Canada Post better manage costs while allowing us to invest in areas of growing demand—particularly parcel delivery, accessibility accommodations, and services that support local businesses and the broader economy.

Importantly, modernization is not solely about cost efficiency. It is also about delivering more responsive, customer-focused service. Community mailboxes provide secure and convenient access to both mail and parcels, while enabling more efficient use of delivery resources. For residents with functional limitations, Canada Post offers a free Delivery Accommodation Program (see attached package, pg. 13), ensuring accessibility remains a core element of universal service.

We recognize that changes to mail delivery have a direct impact on communities. Early and ongoing collaboration with the municipality is therefore central to our approach. Before any sites are finalized, Canada Post will:

  • Engage municipal staff early and transparently
  • Share proposed community mailbox locations for review and feedback
  • Work collaboratively to address safety, accessibility, streetscape, and local planning considerations
  • Coordinate communications to ensure residents are well informed and supported

In the coming weeks, our team will reach out to municipal staff to begin this collaborative process and ensure the proposed approach reflects local priorities and considerations.

We view this as an ongoing partnership rather than a one-time change. Throughout planning, siting, and implementation, we are committed to listening, adapting where appropriate, and working constructively with municipal leadership.

Canada Post remains focused on delivering reliable service to all Canadians while responsibly managing public resources. We value the important role municipalities play as partners in this effort and look forward to continuing our collaboration as the postal service evolves.
