Policy Review – Administration & Council Sections: Phase 1

RECOMMENDATION:

THAT the following Council policies be reclassified to administrative policies under the authority of the Chief Administrative Officer:

  • 0100-002 Stationary, use of
  • 0100-003 Photocopier, use of
  • 0100-004 Security, Town Hall
  • 0100-005 Council Chambers, use of
  • 0100-006 Pamphlets and Posters, display of
  • 0100-017 Flowers and Cards
  • 0100-019 Files, Access to

ALTERNATIVE OPTIONS:

Option #2: THAT the listed Council policies remain Council policies under the authority of Council.

PURPOSE:

To provide a list of policies from the Administration and Council policy sections currently under Council's authority that are recommended for reclassification as administrative policies under the authority of the Chief Administrative Officer (CAO).

BACKGROUND:

Staff are undertaking a comprehensive review of all Town policies, beginning with the Administration and Council policy sections, to ensure the Town's policy framework remains current, effective, and aligned with organizational needs.

As described in the Director of Corporate Administration’s June 5, 2026 Council report, Phase 1 of the policy review focuses on identifying Council policies that are administrative in nature and more appropriately managed under the authority of the CAO. This approach aligns policies with the appropriate level of authority and accountability, while ensuring Council retains oversight of policies related to strategic direction, community objectives, service levels, and broader governance matters.

DISCUSSION:

Staff have reviewed the existing policies within the Administration (0100) and Council (0500) policy sections to identify those that primarily support operational and administrative functions and are now being recommended for reclassification as administrative policies. No Council section policies were identified for reclassification; only Administration section policies are being recommended for a change in authority. The following policies have been identified for reclassification. The policies are included in Attachment “A” to this report, and a summary is provided below:

0100-002 Stationary, use of Internal administrative policy governing the use of corporate stationery.
0100-003 Photocopier, use of Internal administrative policy governing the use of photocopiers.
0100-004 Security, Town Hall Internal administrative policy governing Town Hall security and building key administration.
0100-005 Council Chambers, use of Internal administrative policy governing the use of Council Chambers.
0100-006 Pamphlets and Posters, display of Internal administrative policy governing the display of pamphlets and posters in Town Hall.
0100-017 Flowers and Cards Internal administrative policy governing the sending of flowers and cards on behalf of the Town.
0100-019 Files, Access to Internal administrative policy governing access to Town records, such as general and personnel files.
