d) Feasibility Assessment for View Royal Primary Care Attachment Clinic

Staff Recommendation: THAT staff seek legal support on developing a draft Partnering Agreement with a non profit society that ensures patient attachment for View Royal residents and protects any investment made by the Town into renovating a clinic.

NEW BUSINESS
a) Notices of Motion
- Evo Stations in View Royal - Councillor Rogers
Proposed Motion: THAT British Columbia Automobile Association (BCAA)'s Evolve E-Bike Share be incorporated into the 2026 Transportation Master Plan;
AND THAT staff work with BCAA, Capital Regional District, and Ministry of Transportation and Transit to install Evo satellite stations along our two regional trails as soon as possible as the Town creates its own share bylaw framework for its own "home locations".
- View Royal/Colwood Wilfert Multi-Use Trail - Councillor Rogers
Proposed Motion: THAT the "View Royal/Colwood Wilfert Multi-use Trail" be incorporated in the 2026 Transportation Master Plan as a short-term capital project, with the Town of View Royal, City of Colwood, and Capital Regional District (CRD) collaborating and cost sharing the project, including joint applications for grant funding;
AND THAT it follow the new CRD three-lane separated design specifications for the Galloping Goose Trail (GGT);
AND FURTHER THAT there be a CRD automated traffic counter with wayfinding sign/map in relation with regional trails (GGT/ E&N) to/from Colwood and Langford.
