FOUNDING GOVERNANCE CHARTER

Mission

The View Royal Primary Care Clinic Society (the “Society”) exists to ensure that residents of View Royal have access to high-quality, longitudinal primary care close to home.

The Society’s primary objective is to attach View Royal residents who do not currently have access to a family physician or nurse practitioner and to provide ongoing, continuous primary care services that improve the health and well-being of the community.

Priority Populations

The Society will prioritize:

  • Residents of View Royal who are unattached to a primary care provider;
  • First responders serving View Royal and the West Shore region;
  • Employees of the Town of View Royal and affiliated municipal organizations;
  • Current and former members of the Canadian Armed Forces and their families.

Board of Directors

The Society shall be governed by a Board consisting of five voting directors:

  • Two directors appointed by View Royal Council;
  • Two directors appointed by Aroga Lifestyle Medicine;
  • One community director who is a resident of View Royal and elected by the Society’s members.

The Board may appoint non-voting advisors, including representatives of Island Health, First Nations, health care professionals, and community organizations.

Attachment Objective

The Society is established principally for the benefit of residents of the Town of View Royal. The Society shall work toward the long-term objective that all municipally-funded patient attachment capacity be available to View Royal residents within five years of commencing operations.

Minimum attachment targets shall be:

  • Year 1 – 25% View Royal residents
  • Year 2 – 40% View Royal residents
  • Year 3 – 60% View Royal residents
  • Year 4 – 80% View Royal residents
  • Year 5 – 100% of municipally funded attachment capacity available to View Royal residents

The Board shall report annually on progress toward achieving these objectives.

Guiding Principles

Community First – Decisions shall prioritize improved access to primary care for View Royal residents.

Sustainability – The Clinic shall operate in a financially responsible and sustainable manner.

Partnership – The Society shall work collaboratively with municipal, medical, Indigenous, provincial, and community partners.

Transparency – Annual reports, audited financial statements, and performance metrics shall be publicly available.

Quality Care – Clinical services shall support continuity of care, prevention, and improved health outcomes.
