SIX MILE STREET LIGHTING AND CROSSWALK AWARD

RECOMMENDATION:

THAT Council approve the award for the Town’s 2026 Six Mile Street Lighting and Crosswalk at Damon Drive construction contract to Allterra Construction Ltd. at a price of $353,802.00 plus GST.

ALTERNATIVE OPTIONS:

Option #2: THAT Council cancel the tender for the reason being that the bid price is over the allotted budget, and that the project scope be changed and re released through another public bid process in the future.

Staff do not recommend this option because its feasibility is uncertain and delay could expose the project to inflation and industry cost escalation that may offset any savings from reducing the scope. Additionally, scope reduction is not recommended as improved street lighting is a requirement for the installation of the crosswalk by Damon Drive.

PURPOSE OF REPORT:

Pursuant to Purchasing Policy 1600-021, to seek Council approval to award the construction contract for the Six Mile Street Lighting and Crosswalk at Damon Drive project (Project C-018).

BACKGROUND:

The project follows the recommendations of the Town’s 2019 Six Mile Road Corridor Study. It includes installing Town-owned street lighting on Six Mile Road between Atkins Road and Damon Drive, and constructing a new crosswalk with push activated beacons across Six Mile Road at Damon Drive (see Attachment #1 for the project location).

The contract also includes optional work to renew pavement markings at the Island Highway and Six Mile Road intersection. This work was included in the tender to achieve economies of scale and will be funded through the Town’s operating budget as a non-capital activity.

A three-week competitive public bid process closed on June 25, 2026. Bid submissions were opened in a public forum and the conforming bids are summarized as follows:

IMPACTS:

The project Contract Administrator reviewed the bidder’s tenders for compliance and recommends awarding the construction contract to Allterra Construction Ltd. for $353,802.00 plus taxes. Staff support this recommendation.

The 2026–2030 Financial Plan allocates $310,000 for the project, funded through the Community Works Fund (40%) and Reserves (60%). Staff did recently secure a $64,000 contribution through ICBC’s Road Safety Improvement Program.

Staff estimate that the total cost for construction, including Allterra’s bid, engineering professional services (contract administration and inspection, 12%), and 10% contingency, will be $454,000. As a result:

• An additional $144,000 will be required to cover the total project costs;
• As the Town will be receiving additional ICBC grant funding of $64,000, the additional budget that the Town would be responsible for to cover the total project costs is only $80,000;
• Staff recommend drawing from the Community Works Fund to cover the $80,000 lift required to complete the project.
