Re: Rezoning Amendment Request – The Royale at 258 Helmcken Rd

Dear Mayor and Council,

I am writing to express my concern regarding the current rezoning amendment request at 258 Helmcken Rd. As you are aware, additional density in the form of two extra residential stories was previously granted to the developer on the condition that the development would include a grocery store at ground level—an amenity identified as a significant benefit to the community.

It is my understanding that the developer is now seeking to remove this grocery store component while retaining the benefit of the extra residential floors. With respect, this change is not acceptable. The increased density was permitted on the basis of a clear public benefit, and removing that commitment would result in the developer receiving all of the financial upside while the community is left without the amenity that justified the variance in the first place.

If the grocery store will not be delivered, then an alternative community-serving use must be required. Specifically, I urge Council to require that the ground-floor commercial space be provided to the Town of View Royal so that it may be used for an urgent care clinic or another essential public service. This would ensure that the additional density granted to the developer is still balanced by a meaningful community benefit, rather than leaving the public with nothing in return.

It is critical that rezoning approvals remain consistent and equitable, and that commitments made to the community are honoured. Otherwise, it sets a precedent that undermines public trust in the planning process and risks leaving View Royal residents without access to much-needed services.

Thank you for considering these concerns. I ask that you protect the interests of the residents of View Royal by holding the developer accountable to the original intent of the rezoning approval.
