Re: Replacement tree plantings.

Dear Rob,

This letter is regarding the required 2:1 replacement ratio for the previously removed Garry oak trees (#709 - #711) at the 14 Erskine Lane. The Township of View Royal has a requirement that the three removed trees be replaced with six Garry oaks (Quercus garryana) trees. However, due to the property layout, the existing infrastructure, and already densely tree populated site there is limited available soil volume to accommodate the six replacement trees.

There are many trees already surrounding the property, buildings, and driveways etc. These trees are of varying size, species, and maturity. As per your inquiry, I do not believe there is sufficient planting space for all six trees where they could thrive in the longer term.

There maybe a limited area along the northwest edge of the property. However, this area is narrow between the existing buildings and property fence. Bedrock may also prevent you from planting in this location as well.

There is also a limited open area at the southwest corner of the property. However, I do not believe there is sufficient space for all six trees. If these trees are expected to reach full size and maturity of the species. This area has significant canopy coverage from the other larger trees and the new plantings are likely to be shaded out.

For example, planting within the easement north of the property would be a suitable location for these replacement trees. However, this is municipal property and the trees are to be planted onsite.

Garry oak trees are slow growing and may adapt to the growing environment. Meaning that if they are planted in close proximity with limited shared resources such as light, water, and nutrients, they will likely remain of a smaller size (stunted and /or suppressed) for a longer duration than when planted in an open area.

It would be of benefit to plant trees on the property. However, trees would need to be installed at least three meters away from infrastructure. Sufficient soil depth of at least one meter in the planting area is ideal to enable the trees roots to grow and develop. Soil volumes are expected to be a limited on this site.

The Township of View Royal bylaw #1146 states that there is a $700 per replacement tree fee for any applicant that cannot comply with the permit requirement.
