The subject property is nearby to the CRD’s Galloping Goose Regional Trail with some portions of the property being less than 10 metres from the trail corridor. The Galloping Goose corridor is owned by the Province (British Columbia Transportation Financing Authority (BCTFA)) and is leased by the CRD for the Galloping Goose Regional Trail. The Province (BCTFA) may have an interest in this rezoning proposal.
The CRD’s Regional Trails Management Plan (RTMP), approved by the CRD Board in November 2016, provides policy direction regarding adjacent development to ensure any development enhances the trail corridor, or at a minimum, do not negatively impact the trail corridor. While the subject property is not directly adjacent to the trail corridor, this policy direction also applies to nearby properties that are a short distance from the trail corridor. This direction is considered in the case of rezoning also. Prior to approving a rezoning, the CRD requests that the Town of View Royal ensure that:
- No encroachments of development will be permitted onto the Galloping Goose Regional Trail/Provincial corridor, including for the purpose of transporting or storing construction materials. Note that the Galloping Goose Regional Trail corridor extends well beyond the edge of the paved/gravel travel surface of the trail;
- No negative drainage impacts or new drainage flows should be directed from the nearby subject property on to the Galloping Goose Regional Trail corridor;
- Native vegetation buffers should be retained or developed wherever possible on the development lands adjacent or nearby to the trail corridor, to maintain the greenway character of the trail corridor. The View Royal parkland adjacent to the regional trail provides a buffer that should be maintained in a natural state and not impacted by future development of the subject property.
