1. CALL TO ORDER
Mayor Hill called the meeting to order at 7:00 p.m.

4. MAYOR'S REPORT
The Mayor discussed the success of the 2013 View Royal Volunteer Fire Department Annual Banquet.
5. PETITIONS & DELEGATIONS
a) M. Karagianis, MLA, Esquimalt-Royal Roads, Re: Discuss Local Issues
M. Karagianis presented a copy of the "Debates of the Legislative Assembly" in which there is a statement regarding the Town's 25th anniversary celebration. She described her current critic portfolios and asked that Council consider forwarding a letter to the Minister of Health requesting an expansion to the abortion centres protestor bubble zone from 50 m to 60 m.
M. Karagianis ended her presentation by suggesting that the Capital Regional District's Viewfield Road site be used for a sound studio and film productions.
Council and staff discussed the abortion centres bubble zone and removal of derelict/abandoned boats.

THAT Council request the Minister of Health to expand the 50m bubble zone for protestors around abortion centres to 60m. DEFEATED Mayor Hill and Councillor Screech voted in the negative

b) D. Boyd & A. Buckland, Representatives of VIS5055 and VIS5150, Re: Parking for Residents of Strata's VIS5055 and VIS5150
Mr. Buckham and Mr. Boyd, representatives of VIS5055 and VIS5150, discussed the potential for designated residential parking on Talcott Road. They noted that currently there is 85% support from area residents for this designation.

a) D. Cassels, 327 Stewart Avenue, discussed his concerns regarding boulevard parking given the negative impact of this use on municipal infrastructure.

Council and staff discussed fencing on the site at 1680-1708 Island Highway.

d) Community to Community – Esquimalt Nation
- Verbal report from the Chief Administrative Officer
The Chief Administrative Officer described the Community to Community dinner held recently to establish a relationship with the Esquimalt Nation.
The Chief Administrative Officer noted that Public Works Canada had been made aware several months ago of Council's concerns regarding the potential to re-route the transportation of dredge from the Esquimalt Graving Dock Sediment Remediation Project through View Royal. Given the recent information that this dredgegate may be transported through View Royal beginning in November 2013, Council and staff agreed that it is appropriate to reprovide these concerns to Public Works Canada.

L. Pakos, 336 Glenairlie Drive, questioned the toxicity of the materials being trucked from the Esquimalt Graving Dock Sediment Remediation Project and the impact to the Town if it were to be re-routed through View Royal.
