    **Staff Recommendation:**
    THAT Council approve Development Permit No. 2013/14 as per the plans attached to the report dated September 24, 2013 from the Planner.

**Recommendations:**
* **Policy Manual Review**
    1. THAT the Committee recommends to Council that the following policies be removed from the Policy Manual:
        * Policy No. 0100-013 Meetings of Council, Rules Governing Participation of;
        * Policy No. 0100-024 Management Group Terms of Reference
        * Policy No. P-900.14 Planning Applications along Highway #1 to Provincial Capital Commission;
        * Policy No. P-900.15 Public Notice Signs;
        * Policy No. P-900.17 Development Moratorium, “In Stream” Projects;
        * Policy No. 6400-001 Impact of Development on Sanitary Sewer System;

* **New Trails within Portage Park**
    1. THAT the Committee recommend to Council that the Parks, Recreation and Environment Advisory Committee discuss possible options to establish a connection to the E&N Rail Trail at the south end of Portage Park from a potential extension to the existing waterfront path. (COW-42-13)

* **Eagle Creek Road Configuration**
    1. THAT the Committee recommend to Council that staff write to the Ministry of Transportation requesting that the Ministry look at reducing the length of the two left turn lanes at Helmcken Road onto Watkiss Way to reduce the impact to the existing median. (COW-43-13)

* **Parking on Streets and Boulevards**
    1. THAT the Committee recommend to Council that staff be directed to provide a report that outlines options and implications of removing or modifying the general prohibition on parking on a boulevard. (COW-44-13)
    2. THAT the Committee recommend to Council that the no parking signs be removed from Rudyard Road. (COW-45-13)
    3. THAT the Committee recommend to Council that staff prepare a policy that describes a process for advance notification when changes are to be made that may impact a specific property or properties. (COW-46-13)

    1. THAT the Committee recommend to Council that staff be directed to forward the matter to the Planning and Development and Transportation Advisory Committees for additional input. (COW-47-13)
