4. PETITIONS & DELEGATIONS

a) Capital Regional District Executive Leadership Team, Re: Capital Regional District

Chair C. Plant, Capital Regional District (CRD) introduced the CRD Executive Leadership Team (Leadership Team) to the Committee. The Leadership Team gave a presentation to the Committee regarding the CRD, specifically, a regional government overview, the Capital Regional District itself, CRD services, financials, and major projects.

The Committee and the Leadership Team discussed regional trails network projects, signage at the Mill Hill Regional Park, wastewater treatment plant, arts and culture within the West Shore, BC Transit Commission, housing strategy, and water supply costs.

b) J. Cullington, President, Juan de Fuca Performing Arts Centre Society, Re: Proposed West Shore Arts and Culture Centre

Ms. Cullington provided a brief background on the proposed West Shore Arts and Culture Centre, expected to cost approximately $40 million, not including land or parking. She noted that municipalities are not expected to pay much of the capital cost, but operating costs are envisioned to be shared by five municipalities and cost $7/person. She requested that View Royal designate a member of Council to participate in an ad hoc intermunicipal advisory committee for the proposed centre.

The Committee and Ms. Cullington discussed required footprint of building and property, timeline for financial commitment decisions, and need for this type of facility in the West Shore.

The Superintendent gave a report to the Committee regarding statistics, calls for service, removal of school liaison officers in Greater Victoria School District (GVSD) No. 61, and open files in View Royal.

The Committee and Supt. Preston discussed statistics and removal of the school liaison officer program from GVSD No. 61.
