Dear Mayor and Council, I’m writing to again ask you to please delay rezoning the rural property at 9 Erskine Lane until there is an adequate tree retention plan in place.
(I’d also feel happier if our advisory committees were consulted during the development process.)
Staff comments -see bottom of email - do not appear to mention the onsite mini forest, despite concerns raised by the public in June. Park donations have been a long time practice in View Royal. Local developments have successfully managed to protect trees while providing housing, both vital to our health. Sidewalk and bike lane amenities are common too.
View Royal declared a climate emergency in 2019, the COVID-19 global pandemic struck later in the year. Our courageous medical professionals are encouraging politicians to make decisions that prioritize health.

While it’s common knowledge that trees capture carbon and provide welcome shade, the following scoping review of how trees affect human health was shared recently by the Toronto Cancer Prevention Coalition:
Urban Trees and Human Health: A Scoping Review Excerpt: Environmental benefits of urban trees are well understood, but no review to date has examined how urban trees affect human health. This review provides a comprehensive summary of existing literature on the health impacts of urban trees that can inform future research, policy, and nature-based public health interventions. A systematic search used keywords representing human health, environmental health, and urban forestry. Following screening and appraisal of several thousand articles, 201 studies were conceptually sorted into a three-part framework. Reducing Harm, representing 41% of studies, includes topics such as air pollution, ultraviolet radiation, heat exposure, and pollen. Restoring Capacities, at 31%, includes attention restoration, mental health, stress reduction, and clinical outcomes. Building Capacities, at 28%, includes topics such as birth outcomes, active living, and weight status. The studies that were reviewed show substantial heterogeneity in purpose and method yet indicate important health outcomes associated with people’s exposure to trees. This review will help inform future research and practice, and demonstrates why urban forest planning and management should strategically promote trees as a social determinant of public health.

Staff Recommendation: THAT, if first and second reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1052, 2020 is passed at the July 21, 2020 Council meeting, a Public Hearing be scheduled for the bylaw on the date of the next available Council meeting;
AND FURTHER THAT, coincident with final reading of Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1052, 2020, a covenant be registered on the lands at 9 Erskine Lane to secure the following prior to issuance of a building permit:
a community amenity contribution of $3,500 per residential unit;
a housing agreement to secure rental tenure for twenty years and up to 10% of units as affordable rental units through the BC Housing HousingHub or a similar program; and
commitment to provide at least 44 three-bedroom units;
provision of a car share and bike share;
provision of one 12-month transit pass per unit to initial occupants; and
road dedication along the Erskine Lane frontage (unless a subdivision occurs first).

Dear Mayor and Council, I’m writing today to ask you to please hold off rezoning the rural property at 9 Erskine Lane until there can be time for more public input.
The loss of a mini forest during a declared climate emergency is of great concern. That we are considering this during a viral pandemic exacerbated by dirty air is also of concern.
To enhance public participation during these difficult times perhaps View Royal could have public meetings and advisory committee meetings through a Zoom platform.
