Dear Ms. Jones:

RE: CRD Bylaw No. 3918, Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, Amendment Bylaw No. 8, 2013

Enclosed please find a copy of CRD Bylaw No. 3918, at third reading. The purpose of the Bylaw is to amend Bylaw No. 3266, Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, also enclosed, to add the District of Highlands as a participant in the service.

Please place CRD Bylaw No. 3918 on your next Council agenda with a request to give consent to the adoption of the bylaw in accordance with Section 801.4 of the Local Government Act.

The attached report to the CRD Planning, Transportation and Protective Services Committee, dated October 23, 2013, provides background information.

The Bylaw does not change your municipality's requisition; however, it does increase the amount of funding for the Trust Fund by virtue of the participation of the District of Highlands. The additional participant will add $5,655 to the requisition for a total of $934,465 in 2014.
