SUBJECT

ADDING A PARTICIPANT TO THE REGIONAL HOUSING TRUST FUND - DISTRICT OF HIGHLANDS

ISSUE

To consider approving a request from the District of Highlands to become a participant in the Regional Housing Trust Fund.

BACKGROUND

The Regional Housing Trust Fund (RHTF) currently has 12 participating municipalities and electoral areas: Metchosin, North Saanich, Saanich, Central Saanich, Victoria, View Royal, Sooke, Esquimalt, Oak Bay, Sidney, Salt Spring Island and Southern Gulf Islands. One representative from each municipality and electoral area sit on the RHTF Commission and advise the Board on grant awards from the fund.

The District of Highlands has provided a voluntary annual contribution to the RHTF since 2006, and has now confirmed to become a regular member of the RHTF. The following motion was passed by the Highland council on April 15, 2013

"That Council advise the CRD that Highlands wishes to become a member of the CRD Housing Trust."

The existing bylaw will have to be amended to include Highlands as a participant in the RHTF.

The RHTF establishment bylaw sets out the requisition model for RHTF participants on the basis of 50% by population and 50% by assessments. The RHTF currently limits the annual maximum requisition to one million dollars ($1,000,000). In the future, if full participation were to be achieved and previously approved inflation provisions were maintained, the calculated annual maximum requisition would be greater than $1,000,000 and would require a bylaw amendment.

ALTERNATIVES

  1. Bylaw No. 3918 "Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, Amendment Bylaw No. 8, 2013" be introduced and read a first, second and third time and be adopted.
  2. Bylaw No. 3918 not be amended at this time.

FINANCIAL IMPLICATIONS

Adding the District of Highlands as a participant will increase the 2014 requisition by $5,655 for a total of $934,465 assuming a two percent inflationary increase. Bylaw 3918 has been prepared to add the District of Highlands within the boundaries of the Bylaw and as a Participating Area.

CONCLUSION

The Capital Regional District Strategic Plan 2012 - 2014 identifies a goal to increase participation in the RHTF to full membership of all municipalities and electoral areas. Approving the District of Highlands' request to join the RHTF moves the CRD toward accomplishing this goal.

RECOMMENDATION

That the Planning, Transportation and Protective Services Committee recommend to the CRD Board:

  1. That Bylaw No. 3918 "Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, Amendment Bylaw No. 8, 2013" be introduced and read a first and second time.
  2. That Bylaw No. 3918 "Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, Amendment Bylaw No. 8, 2013" be read a third time.
  3. That Bylaw No. 3918 "Capital Regional District Regional Housing Trust Fund Service Establishment Bylaw No. 1, 2005, Amendment Bylaw No. 8, 2013" be adopted.
