FEES UNDER THIS SCHEDULE ARE SUBJECT TO APPLICABLE TAXES.

Building Permit Fees

The charge for Permits in accordance with this bylaw shall be based on Construction cost covered by this Permit and the Fee shall be calculated in accordance with the following schedule:

(1) $0 - $5,000 $50.00
(2) $5001.00 - $100,000.00 1.25% of amount plus $50.00
(3) $100,001.00 - $500,000.00 1% of amount plus $1,237.00
(4) OVER $500,000.00 .75% of amount plus $5,237.00

FEES TO BE ROUNDED UP TO THE NEAREST DOLLAR

(5) The value of Construction for Permit Fee calculation shall be based on: (1) The Construction contract cost including reasonable extra costs (a copy of the contract documents may be required at the time of application). (2) Where there are no contract documents, the applicant shall supply the estimated cost of Construction based on plans and specifications that form part of the application. The Construction value as calculated by the Inspector using the Marshall & Swift construction value calculator. The valuation of construction for the purpose of determining permit fees shall reflect the total current monetary worth of all Construction and work related to the Building or Structure authorized to be constructed by the permits and without limiting the generality of the foregoing shall include the value of: (a) materials and equipment of whatever nature incorporated into the Building or Structure; (b) labour, including labour of the owner; (c) fees involved in design, investigations, testing, consulting construction, labour and management, contractors' and subcontractors' profit and overhead, social services tax, goods and services tax and insurance; (d) materials and equipment rented for carrying out the Construction and; (e) mechanical, electrical, elevator, plumbing, drainage, heating, air conditioning and gas installation notwithstanding that other permits may be required for such

(6) In all cases the final value of Construction shall be established by the Inspector. (7) Where a registered professional as defined by the B.C. Building Code, reviews and certifies an application for a building permit as being in compliance with the B.C. Building Code and applicable Town of View Royal bylaws, and where the Town of View Royal relies upon that certification in issuing a building permit the building permit fee shall be reduced by 5%.

2. Penalty

The Building Permit Fee is doubled for every Permit application where Construction is commenced before the Inspector issues a Permit.

3. Re-inspection Fee

Where it has been determined by the Inspector that due to non-compliance with the provisions of this bylaw or more than two inspections are necessary for each type of inspection, the Fee for each inspection after the second inspection shall be: $75.00

4. Special Inspection Fees

(1) For a special inspection during normal working hours to establish the condition of a Building, or where an inspection requires special arrangements because of time, locations, or Construction techniques, the additional Fee for each such inspection shall be: $60.00/hr. (in addition to other required Fees) (2) Where there is a request for a required Permit inspection for Building Bylaw compliance which cannot be carried out during normal working hour, a Fee based on the actual time spent making such inspection, including travelling time, shall be charged. The minimum inspection Fee is 4 hours: $90.00/hr (in addition to other required Fees)

5. Permit Transfer or Assignment Fee

For the transfer or assignment of a Building Permit or an application for a Building Permit, when requested in writing by the applicant pursuant to Section 4.1 an additional Fee shall be paid of ten percent (10%) of the original Permit Fee or $30.00, whichever is the greater.

6. Renewal of a Permit

The Fee for renewal shall be 20% of the Permit Fee to a maximum of $500.00. Minimum permit renewal fee shall be $50.00

7. Building Permit Refund

(1) A Building Permit Fee may be partially refunded provided that the Owner or his Agent has submitted a written request for a refund, the Inspector has certified that work has not been commenced, and the Permit has not expired. (2) Where a refund of a Building Permit Fee is approved it shall be calculated on the following basis: (1) sixty percent (60%) of the Permit Fee after deducting the plan processing Fee, and (2) there shall be no refund of Permit Fees where an inspection has been made or Construction has commenced.

8. Building Move Inspection Fee

(1) Fee for a required inspection within the boundaries of the Corporation of the Town of View Royal: $60.00/hr. (2) Fee for a required inspection outside the boundaries of the Corporation of the Town of View Royal as per Schedule 'B', Clause 4 (1)(2) plus travelling expenses of $1.00 per km.: $60.00/hr.

9. Demolition Permit

The Fee for a Permit to demolish and remove a Building shall be as follows: (1) If the Structure is 92.90 square metres (1,000 square feet) or less in area: $50.00 (2) If the Structure is more than 92.90 square metres (1,000 square feet) in area: $100.00

10. Solid Fuel Burning Appliances

11. Damage Security Deposits

Where construction or demolition activity may damage Town property, a security deposit shall be paid at the time the building permit is issued. The Security deposit shall be refunded if

(1) there is no damage to Town of View Royal property; (2) no invoice is issued to cover the cost of repair to the Town of View Royal property; and (3) an occupancy permit is issued.

For the construction of a single family or two family dwelling the damage deposit shall be: (a) Curb, gutter, boulevard and irrigation: $1500.00 (b) Curb, gutter and concrete sidewalk only: $1250.00 (c) Curb, gutter, concrete sidewalk, boulevard and irrigation: $2000.00 (d) For each streetlight add: $2000.00 (e) For each street/boulevard tree add: $ 500.00

MAXIMUM DEPOSIT - $5000.00 (for above items) or Town Engineers Discretion.

A deposit of $500.00 will be retained in areas containing irrigation systems, during seasons the systems are inactive. The deposit shall be held until such a time the system can be charged and tested.

Excavation Only permits require a $5000.00 deposit for Single Family Residential development and a $50,000.00 deposit for Commercial or Multifamily development for Site Remediation if a building permit is denied. Upon approval, the deposit will be put towards the building permit.

A security deposit of $5000.00 will be retained for moving a building from the Town of View Royal. A security deposit of $20,000.00 will be retained for moving a building into the Town.

All multiple family residential, commercial and mixed use project damage deposits shall be determined in the service agreement.

The security deposit shall be forfeited to the Town of View Royal if a final inspection is not called for and approved within two years of the issuance of the building permit

12. Plumbing Permits

A Permit for plumbing work shall expire at the end of one (1) year unless renewed. The Fee for renewal shall be 20% of the Permit Fee to a maximum of $100.00.

13. Sewer and Storm Drain Permits

*NOTE: Charge is based on first 30 m only. An additional Fee of $20 (twenty) for each additional 30 m or part thereof.

A Permit to Construct or alter or extend a Building sanitary sewer, Building storm drain or a subsoil drainage system shall be valid for a period of one (1) year after issue and the work authorized shall be carried out within such period. In the event that such work is not completed within such period, then it shall be necessary to renew the Permit and the Fee for such renewal shall be 20% of the Permit Fee to a maximum of $100.00.
