REPORTS
8.1 STAFF REPORTS a) Tree Removal Application, Strata 9076 at 14 Erskine Lane
- Report dated May 14, 2014 from the Parks Supervisor
Staff Recommendation: THAT Council approve the removal of one (1) of the six (6) trees at 14 Erskine Lane as requested in the Tree Removal application for 14 Erskine Lane;
AND THAT as per the Town’s Tree Protection Bylaw No. 695, that two (2) trees be replanted (2:1 ratio) for the one (1) tree to be removed;
AND FURTHER THAT Strata 3076 complete the replanting of twenty-five (25) trees (or a donation of an equivalent monetary value for planting in parks) from previous permits issued since 2006.
b) Residential Garbage Collection
- Report dated May 14, 2014 from the Director of Engineering
Staff Recommendation: THAT Council directs staff to sole source a contract with Waste Management;
AND THAT staff negotiate a five to seven year contract maintaining a weekly pick-up schedule that includes both garbage and kitchen scraps pick-up.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS

- THAT the report titled “Advisory Committee Structure Review and Revitalization” be received for information.
AND THAT the Committee recommend to Council that a Council and Joint Advisory Committee workshop be held on May 27, 2014 to discuss restructuring and revitalizing alternatives for Advisory Committees. (COW-55-14)

Staff Recommendation: THAT Council give first, second and third readings to Juan de Fuca Fees and Charges Bylaw No. 701, 2007, Amendment Bylaw No. 891, 2014.
- Juan de Fuca Recreation Centre Fees and Charges Bylaw No. 701, 2007, Amendment Bylaw No. 891, 2014 A Bylaw to Amend Juan de Fuca Recreation Centre Fees and Charges Bylaw No. 701, 2007 (first, second and third reading)
b) “Historic Road” – Road Closure, Removal of Highway Dedication and Disposition by Exchange
- Report dated May 15, 2014 from the Director of Corporate Administration
Staff Recommendation: THAT Road Closure and Removal of Highway Dedication – Historic Road, Bylaw No. 876, 2014 be given first, second and third readings;
AND THAT the title of Historic Road be conveyed to the Province of British Columbia at the appropriate time in exchange for:
a.) Road dedication to the Town of View Royal of approximately 237.3m² from the frontages of: Remainder Lot 1, Section 2, Esquimalt District, Plan 11766 (PID 005-127-076); Remainder Lot 2, Section 2, Esquimalt District, Plan 11766 (PID 005-127-092); Remainder Lot 1, Section 2, Esquimalt District, Plan 11919 (PID 004-910-010);
b.) an approximately 229.4 m² statutory right-of-way and covenant both in favour of the Town of View Royal over: Remainder Lot 1, Section 2, Esquimalt District, Plan 11766 (PID 005-127-076) and Lot A, Section 2, Esquimalt District, Plan 17320 (PID 003-917-231); and
c.) removal of the provision to provide replacement parking and replacement trees at the Craigflower Manor site as components of the Craigflower Bridge Replacement Project;
AND THAT the road closure, removal of highway dedication and disposition by exchange be advertised pursuant to section 94 of the Community Charter;
AND FURTHER THAT the Town’s authorized signatories be permitted to sign the associated documentation.

Recommendation: THAT the June 3, 2014 Council meeting be cancelled.

MOTIONS & NOTICES OF MOTION
CLOSED MEETING RESOLUTION THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(e & m) and Section 90 (2)(b) of the Community Charter.
