Re: Application for Rezoning and Environmental Development Permit 2427 Chilco Rd.
Attached is our application to rezone the property to an amended CD 16 zone. The amendments would be those described in the attached Public Notice. These amendments were made in regard to our Phase 5 and we request that they also be applied to this application. We are also making application for an Environmental Development Permit in conjunction with this rezoning application.
The entire property is within the Town's Urban Containment Boundary and the OCP designates the property as R-AL single attached large lots. We are proposing fee simple single family lots which would be a continuation of the adjacent single family housing in both form and lot size.
The project would require the closing of Chilco Rd. and the establishment of a new connector road, (Cheam Rd.) which will provide an improved secondary access to Thetis Vale.
More than 47% of the property is proposed to be dedicated as park which will allow a continuation of the Town's Trails Plan. I have included a plan showing the parks dedicated by Limona Construction in developing the phases in Thetis Vale and this plan provides a good overview of the park connections.
We have had prepared both a riparian area assessment and Interface wildfire threat assessment and I have included copies of these reports with the application. As part of the riparian assessment I have also included a letter from Levelton Consultants Ltd dealing with the riparian area stability in the proposed subdivision.
Site plan have been included to show; lot sizes, road location and grades, park locations, topography, riparian area, and building types and location on each lot.
A stormwater management letter has also been provided as this phase is part of the larger stormwater system for all of Thetis Vale.
We believe that the quality of the development of the previous phases in Thetis Vale illustrate our commitment to developing strong communities and believe that development of this phase (7) will complete the loop and connect the entire Thetis Vale Community.
