RE: Thetis Vale Phase 7 – RAR Submission
I have now completed my RAR Assessment Report for Phase 7 of the Thetis Vale Project. RAR Report 3109 has now been electronically filed with the Provincial Riparian Areas filing system and is accessible to Provincial regulators and Municipal Government.
Based on my review of the proposed development plan and an assessment of environmental conditions in the affected portion of the unnamed stream flowing into Millstream Estuary, I have concluded that the proposed subdivision plan and lot lay-out is in compliance with the Riparian Areas Regulation.
The affected portion for the drainage flows through an entrenched gulley. A 10 m wide SPEA boundary has been established for the 108 m long section of stream channel. This area must be fully protected during and following construction. Site specific SPEA protection measures are detailed in Section 6 of the RAR report. The channel is located within a confined gulley, therefore a 30 m wide Riparian Assessment Area (RAA) has been established on either side of the stream channel measured back from the crest of the gulley slope. All proposed development activity within this zone needs to be assessed and signed-off by appropriate environmental and geotechnical professionals. Site specific Measures to protect the integrity of the SPEA area detailed in Section 4 of the RAR Assessment Report. These measures and restrictions are summarized on the attached page.
Under RAR, certain post-construction monitoring requirements, as defined in Section 5 of the report, are required as a condition of RAR compliance. The inspections and subsequent monitoring reports will need to be filed electronically within the RAR Notification System.
The proposed new culvert installation located at the upstream end of Reach 2 needs to be installed in compliance with the BC Water Act. A Section 9 Notification will need to be submitted and the proposed construction work will need to be scheduled between June 15 and September 15. Detailed engineering plans for the proposed culvert crossing will be required for the preparation of the Section 9 Notification.

SUMMARY OF ENVIRONMENTAL PROTECTION MEASURES: PROPOSED THETIS VALE DEVEOPMENT PHASE 7
- The 10 m wide SPEA boundary on both sides of the creek channel needs to be clearly marked prior to the start of construction.
- A temporary snow fence needs to be erected along the crest of the gulley slope and maintained throughout the construction period.
- Control and treatment of surface water run-off is required throughout the construction period to ensure that sediment laden waters to not enter the stream channel.
- No equipment is permitted with the identified SPEA boundaries.
- No Materials can be removed from or deposited within the SPEA Boundary
- All culvert installation work needs to be scheduled for the June 15 to September 15 period.
- A Section 9 Notification with the BC Ministry of Environment is required for all culvert installation work.
- Tree clearing with the Riparian Assessment Area should be planned to minimize tree removal and create a feathered edge along the sides of the ravine when possible.
