CRD LIQUID WASTE MANAGEMENT PLANNING
RECOMMENDATION:
That the October 14, 2014 report regarding CRD Liquid Waste Management Planning be received.
PURPOSE OF REPORT:
To apprise and discuss with Council the participation of View Royal with the CRD in development of CRD strategies for wastewater treatment with Westside communities.
TIME CRITICAL:
There is a sense of urgency given the deadlines imposed for wastewater treatment for the region.
BACKGROUND:
Westside communities have been collaborating in support of a strategy to address sewer treatment.
Recognizing that the CRD has the mandate and has historically established a strategy for sewer treatment Council passed the following resolution on July 15, 2014:
"THAT the Town of View Royal reconfirm its support for a Capital Regional District (CRD) liquid waste management plan that encompasses the original seven partners;
AND FURTHER THAT should the Westside communities provide a proposal that is supported by the CRD, that the Town of View Royal evaluate its options at that time."
During the past few months the Town of View Royal staff has taken a more passive role with the Westside communities respecting the spirit of the July 15 resolution all the while attending where possible meetings of the Westside Communities.
PROJECT INFORMATION:
The attached CRD report to the Core Area Liquid Waste Management Committee meeting of October 8, 2014 describes a change in strategy for the CRD.
The recommendations include the creation of a subcommittee for the Westside with Terms of Reference yet to be established.
The report does speak to a mandate including the support of CRD staff and Westside Community staff.
On the basis of the report and the creation of the subcommittee View Royal staff will be taking a much more active role in the process to ensure that our staff participation provides a reasonable contribution to process.
