AWARD OF TENDER FOR THE 2014 HEDDLE AVENUE SANITARY LIFT STATION UPGRADE CONTRACT

RECOMMENDATION:

THAT Council approves the award for the Town’s 2014 Heddle Avenue Sanitary Lift Station Upgrade Contract to G&E Contracting LTD. at a price of $206,400.00 plus GST & PST where applicable.

PURPOSE OF REPORT:

To receive Council approval to award the Town’s 2014 Heddle Avenue Sanitary Lift Station Upgrade Contract to the lowest bidder, G&E Contracting LTD.

TIME CRITICAL:

The construction season has started and the project length is slated for 6 months. To complete the project by the end of the 2014 calendar year the project should be awarded by July 2nd 2014.

BACKGROUND:

View Royal currently has 17 sanitary lift stations. Of these, 10 currently have standby generators to maintain service during power outages. As part of an ongoing lift station upgrade and improvement program, View Royal will be adding standby generators along with station upgrades to the remaining stations.

For 2014, the Heddle Avenue Sanitary Lift Station was chosen to be upgraded. Thus, the tender for the Town's 2014 Heddle Avenue Sanitary Lift Station Contract was advertised on BC Bid and in the two newspapers, with the closing date for this tender being June 19th, 2014.

PROJECT INFORMATION:

The services to be carried out under this contract include the following:

Supply and install all works to upgrade the Heddle Avenue Sanitary Lift Station:

  • Replace all pumps and internal works in the lift station
  • Install external valve chamber
  • Install wash downs
  • Replace the control kiosk
  • Install standby generator
  • Various site works

Staff issued 10 sets of bid packages to interested contractors. The bid results were as follows:

Budgeted Amount $275,000.00

The previous sanitary lift station upgrades, at Midwood lift station and Stewart lift station, were completed by G&E Construction LTD. Staff were satisfied that these projects were completed in a professional and timely manner.

In conclusion, staff recommends that the proposed 2014 Heddle Avenue Sanitary Lift Station Upgrade Contract be awarded to G&E Contracting LTD. This will provide our residents with an upgraded sanitary lift station, with no impact to the proposed 2014 capital budget.
