3. PUBLIC HEARING

a) Statement of Public Hearing Procedure

Acting Mayor Mattson made a brief statement regarding the procedures for public hearings.

b) Statement of Publication of Public Hearing

The Senior Planner advised that the notice which advertised this Public Hearing was posted on the Notice Board at the Municipal Office on August 20, 2014. The Notice was also advertised in two consecutive issues of a newspaper being the Goldstream Gazette on Wednesday, August 27, 2014, and Friday, August 29, 2014. A total of approximately 741 notices were mailed on August 20, 2014 to owners and residents of land located within a 400 metre radius of the subject property.

5. BYLAW FOR CONSIDERATION

a) Official Community Plan Bylaw No. 811, 2011, Amendment Bylaw No. 898, 2014

A Bylaw to Amend the Official Community Plan with Respect to the Designation of 102 Atkins Road

1. Comments from Municipal Staff The Senior Planner gave a summary of the July 25, 2014 report as presented to Council at the July 29, 2014 Council meeting, introducing the bylaws.

Council and staff discussed tree protection and volume of traffic.

2. Comments from the Applicant B. Trenchard noted, as shown by the drone video footage, there is a ten metre separation between the proposed development and the Galloping Goose Regional Trail. He indicated that the units had been shifted on the site to increase privacy and to protect trees. It was noted that the application under consideration is about use and density not unit layout on the site. The actual unit layout is for consideration at the development permit stage of the project.

Mr. Trenchard and the landscape architect, Mr. Dunster, discussed tree protection and the installation of flashing lights at the crosswalk.

3. Comments from the Public a) D. Emrich, 16 Newcastle Court, spoke in favour of the proposed development; but noted that consideration should be given to the safety of the children waiting for the school bus.

b) J. D’Agnolo, 89 Chilco Ridge Place, spoke in regard to the gazetted road; pedestrian controlled lights; safety of the children waiting for the school bus; protection of trees on the property; density of the neighbourhood; and parking.
