Trudel, Strawberry Vale and District Community Club – 11 High Street, Re: Permissive Tax Exemption Application Mr. Trudel noted that the Strawberry Vale and District Community Club is a self-sustaining community asset and funds that are generated through hall rental, bingo, etc. go back into maintaining the hall.

Horvath, The Salvation Army – 305 Island Highway, Re: Permissive Tax Exemption Application Ms. Horvath noted that proceeds from the Salvation Army Thrift Stores are put back into community programs that are run on the Island; she noted that as part of the Salvation Army’s lease at 305 Island Highway, they are to pay a portion of the property taxes.

f) B. Boucher, 40 Stoneridge Drive, Re: Unauthorized Non-Residential Vehicles Parking within Stoneridge Subdivision Mr. Boucher stated his concerns in regard to the number of people parking on Stoneridge Drive and Stoneridge Place that do not live in or visit the subdivision. He requested that three signs be installed to resolve this problem.

  1. Report dated August 18, 2014 from the Director of Finance Council and staff discussed legislative provisions for tax exemptions and duration for potential inclusion of various properties in the proposed Permissive Tax Exemption Bylaw.

b) Land Use Bylaw, 1990, No. 35, Amendment Bylaw No. 897, 2014 A Bylaw to Amend the Land Use Bylaw with Respect to the Zoning of 2427 Chilco Road to the A-1, A-3, CD-16 and P-3 Zones Council noted that the applicant has agreed to: a.) provide $50,000 for trail development; b.) have Mr. G. Woodworth register a covenant on the “homestead” property to prevent future subdivision; c.) register a Right of First Refusal in favour of the Town and/or the Capital Regional District; and d.) work with staff regarding speed humps in the area.

DEFEATED Councillors Mattson, Rogers and Screech voted in the negative

e) Draft Zoning Bylaw No. 900, 2014 – Update Report in Advance of September 16, 2014 Public Hearing

  1. Report dated August 28, 2014 from the Planner MOVED BY: Councillor Rast SECONDED: Councillor Screech THAT Zoning Bylaw No. 900, 2014 be amended at second reading to reflect the following changes:
  • C-7 Business Park Commercial base Density – changed from 0.4 to 1.0
  • Added 45m of garage space floor area exemption to the CD-16 zone
  • Changed title page to reflect Bylaw 900 instead of 894
