5. PETITIONS & DELEGATIONS
a) R. Bickel, Craigflower Community Garden, Re: New Location for Craigflower Community Garden
D. Matthews 350 Douglas Road, spoke on behalf of Craigflower Community Garden and noted that the gardens began in 1997 and now have approximately thirty members. As the Craigflower Manor is now under new management, the agreements for 2014 have not been renewed and the gardeners are requesting Council's assistance in finding a new site for the gardens.
Council and Ms. Matthews spoke in regard to new locations for the gardens and suggested the east side of the existing community gardens at View Royal Park.
Council requested that the Director of Engineering meet with representatives of the Craigflower Community Gardens to discuss opportunities.
6. PUBLIC PARTICIPATION PERIOD
a) C. Bedwell, 3rd Arbutus Scouts, described the Scout program to Council, noting that this year is the "blue star" program which is community-based and involves Scouts visiting a local government and seeing how that organization functions.
7. BUSINESS ARISING FROM PREVIOUS MINUTES
a) Medical Marijuana
Council and staff discussed the implications to taxation should the growing of cannabis be permitted within industrial zones and the proximity of these industrial zoned properties' to the E&N Rail Trail and the Official Community Plan's designated Town Centre.
b) E&N Rail Trail - Meeting with Capital Regional District
Council requested that staff contact the Capital Regional District and request a presentation by Capital Regional District Parks staff to Council in regard to the Phase 2 construction of the E&N Rail Trail.

8.1 STAFF REPORTS
a) Tree Removal Application, Strata 3076 at 14 Erskine Lane
Report dated May 14, 2014 from the Parks Supervisor
F. Skinner, 14 Erskine Lane, stated that this sixty-four unit townhouse development's trees are overheight and interfere with underground piping, irrigation and water. The trees also pose a high risk of injury. The strata is requesting that Council reconsider staff's recommendation and allow for the six trees to be removed as per their arborist's (Trevor Coey, Bartlett Trees) recommendation and that Council reconsider the Town's bylaw in regard to tree replacement.
Council and staff discussed the trees' interference with infrastructure, removal of trees, and tree replacement.

b) Residential Garbage Collection
Report dated May 14, 2014 from the Director of Engineering
The Director of Engineering gave a summary of the report to Council.
Council and staff discussed location for waste to be disposed; costs associated with disposal; service provided; and length of contract.
