Upgrading of existing water distribution located at the site of Christie Point Apartments at 2951 Craigowan Road, Town of View Royal
We were advised by Township staff that the Christie Point Apartment site is located within the Shoreline Development Permit area and would require an issuance of the appropriate Development Permit in order to conduct construction of the underground infrastructure works as described below.
We propose to upgrade the existing site water distribution system to a larger diameter water main capable to deliver adequate flow for firefighting at the above referenced site. The upgrading should be made to comply with the current fire protection requirements as specified in "Fire Underwriters Survey" publication and at the request of View Royal Fire Department. The construction of an upgraded water main does not involve any reconstruction or modification of existing buildings or buildings structures, nor construction of the new ones.
An upgrade to a larger water main diameter will provide a water supply required for fire protection of the referenced site to the current standards, as well as replace the old water distribution infrastructure that currently is at the end of its lifespan. In addition to the improvement of fire supply capability, the upgrading will improve the operation of the public/domestic water supply.
The alignment of the proposed water main will be mainly located along Craigowan Road (see attached drawings). At several locations, Craigowan Road has routed via 15 m zone of the Environmentally Sensitive area of the shoreline of Portage Inlet. To install the water main, the Contractor will be required to excavate a 1.5m strip of existing road pavement that should be restored upon completion of pipe installation. In accordance with the project design, the Contractor should provide and maintain Erosion & Sediment control measures indicated in the Environmental Assessment report prepared by "Franz Environmental Consultants" and design drawings. With the implementation of the Environmental Management procedures recommended in the Report, the construction works should have a minimal temporary impact on the physical and ecological integrity of the shoreline.
Please review the attached Development Application form and confirm its acceptance. If additional information is required, please contact the undersigned.
