Official Notification Pursuant to Section 879 of the Local Government Act

Proposed Official Community Plan Amendments Related to Development at McLoughlin Point

On May 1, 2014 the Township of Esquimalt’s Council gave first and second reading to Bylaw 2829 being a bylaw to amend the Official Community Plan (Schedule “A”).

If adopted, the bylaw would amend the Official Community Plan as follows:

  1. By deleting Section 2.4.5which describes the industrial history of the site and outlines a vision of mixed uses including waste water treatment.
  2. By adding a new section entitled "Gateway Mixed-Use (McLoughlin Point Special Use) that describes a future vision for the site as the Gateway to Victoria Harbour. This section acknowledges that, “McLoughlin Point is identified in the approved Liquid Waste Management Plan as the site for the regional sewage treatment plant”.
  3. By adding over 30 design guidelines related to: a. The natural environment, its ecosystems and biological diversity; b. The protection of development from hazardous conditions; c. Form and character, revitalization of an area in which commercial use is permitted; d. Form and character, commercial, industrial and multi-family residential; e. Energy conservation; f. Water conservation; and g. GHG emissions reduction.
  4. Finally, Schedule H to the OCP being the “McLoughlin Point – Design Guidelines” would be deleted in its entirety.

The amendments are described in greater detail in the attached staff report (Schedule “B”).

Pursuant to Section 879 of the Local Government Act, the proposing local government must, “provide one or more opportunities it considers appropriate for consultation with persons, organizations and authorities it considers will be affected.” The Township’s Council has identified your organization as one that it considers “will be affected.” Please review the attached material and submit your responses to the undersigned by mail or e-mail (bill.brown@esquimalt.ca) on or before June 16, 2014.
