Shoreline Trail Funding Options
RECOMMENDATION:
THAT Council direct staff to reallocate funding from a current 2014 capital funding project to facilitate the construction costs of developing the proposed Shoreline Trail.

I concur with the recommendation.
PURPOSE OF REPORT:
To provide funding source options to develop the Shoreline Trail in conjunction with the Craigflower Pumping Station.
BACKGROUND:
During the 2014 capital budget deliberations a trail from Shoreline School to the Island Highway did not make the list of projects for completion. An opportunity to work with the CRD and School District 61 to provide the trail has been manifested.
PROJECT INFORMATION:
The project will provide an opportunity to connect Shoreline Drive to the Island Highway via the Portage Inlet. Slated capital projects for the 2013 season have been scheduled to be completed in the fall of 2014. The project funding could be diverted to pay for the cost of the new project:
- Mellor Park Trail and viewing bench $12,000
- Sign Kiosks $11,000
In addition the Craigflower Bridge project is complete and only has potential for miscellaneous issues to arise as the result of the new construction. Although invoicing is as of June 30 for the project, available funding in the amount of $550,000 could be utilized. Staff does not foresee requiring the total amount remaining.
BUDGET IMPLICATIONS:
There would not be any capital implications. Approximate annual maintenance of the trail would be $500. Future expenditures, depending on usage, may require additional funding for dog bag dispensers and garbage cans. Maintenance activities would include:
- Trail rejuvenation
- Weed eating
- Litter pick up
- Leaf cleanup
ALTERNATE RECOMMENDATION:
THAT Council does not redirect 2014 Capital project funding allocations to the new project.
