AWARD OF TENDER FOR 2014 ASPHALT PAVING WORKS

RECOMMENDATION:

THAT Council approves the award of the 2014 Asphalt Paving Works Tender to Capital City Paving Ltd., in the amount of $152,296.00 (excludes applicable taxes);

AND THAT Council approves the paving work on Island Highway fronting the new Public Safety Building to be carried out in the hours between 7 p.m. and 5 a.m. (Monday to Friday) as detailed in this report.

PURPOSE OF REPORT:

To receive Council approval to award the Town’s 2014 Asphalt Paving Works Tender to the lowest bidder, Capital City Paving Ltd.

TIME CRITICAL:

The timely award of the paving tender is critical in order to complete the paving works while weather is favourable.

BACKGROUND:

Staff recently advertised the Town’s Invitation to Tender for the 2014 Asphalt Paving Works, with the closing date for this Tender being September 23rd, 2014.

PROJECT INFORMATION:

Staff received two tender bids from the following companies:

The above prices exclude GST.

The paving works include milling and paving on Island Highway fronting the new Public Safety Building (from just west of Burnett Road to just east of Jedburgh Road), as well as sections of Burnett Road and Jedburgh Road, both just north of the Island Highway.

Due to high traffic volumes during weekday daytime hours on the Island Highway, staff recommends that the pavement rehabilitation be carried out in the evening/early morning hours between 7 p.m. and 5 a.m. (Monday to Friday). The work is anticipated to take two to three nights. Depending on weather conditions, components of the work may have to take place during weekday daytime hours.

The intent is to have this paving, as well as the road marking, completed by the end of October, weather dependent. If Council approves the paving work in the evening/early morning hours, staff will distribute notices to nearby residences in advance.

BUDGET IMPLICATIONS:

The budgeted amount of $185,000 for this project is sourced from Casino revenue.

In addition to the paving works, the budgeted amount includes sub-base preparation and road marking.
