PUBLIC PARTICIPATION PERIOD
BUSINESS ARISING FROM PREVIOUS MINUTES a) Traffic Calming Guidelines Report Discussion The Committee discussed the following items from the Traffic Calming Guidelines Report:
- Step 3, the threshold used to measure high volumes of traffic should relate to the number of residences on the street and connecting streets, as opposed to a random number of 1,000.
- Step 5, 3-6 months to wait before reanalyzing traffic volumes/speed is too long, should be reduced to 6-8 weeks.
- Step 6, Number 3: 8 meters from driveways etc. as applicable or where possible. Reasoning is that many streets do not have a spot that exists that is 8 meters from all of the items listed.
- Step 7, change the funding - If stage 2 traffic calming is found to be required due to arterial traffic, the town will proceed with funding the agreed upon method of calming. If stage 2 traffic calming is found to be required due to local traffic the residents in the affected area will be responsible for 50% of the costs of the agreed upon method of calming.
- A neighbourhood submitting a petition should select a liaison to present the petition and work with a Town staff liaison.
- Traffic Calming Request Form – questions are open ended, answers need to be specific when making the request.

TAC-02-14 THAT the Committee recommends to Council the comments addressed today by the Committee be integrated within the Traffic Calming Guidelines by staff and presented to Council.
b) Watkiss Way: Safety of Pedestrians and Cyclists The Committee discussed various options of where to spend the $25,000 budget for Watkiss Way. The top three priority areas identified from highest to lowest:
- Curve on Marler Drive – installation of a curb
- Crosswalk at Francis View Drive to create a safe connection to the Galloping Goose Trail, possibly with a switchback to improve the grade
- Streetlights from Creed Road to Francis View Drive or a raised curb on the north side between Creed Road and Burnside Road.
The Committee requested the Deputy Director of Engineering advise of the cost for each of these projects and where the money would best be spent. The Deputy Director of Engineering will provide estimates to the Committee via email before the next meeting.
c) Pedestrian Activated Light at Stormont Road and Island Highway The Committee recommended leaving as is.
d) Advisory Committee Structure Review Councillor Mattson advised the committee of the recommendations made by Council:
COW-62-14 THAT the report dated June 4, 2014 from the Director of Corporate Administration be received for information;
AND THAT the Advisory Committees move to a task oriented approach;
AND THAT Advisory Committee recommendations tracking sheets be provided to the respective Advisory Committees;
AND THAT the Advisory Committees report directly to Council;
AND FURTHER THAT input via social media on projects and initiatives be encouraged where these tools would be appropriate.
COW-63-14 THAT the July 7, 2014 document prepared by Councillor Rast entitled “Advisory Committee Scope” be referred to the Advisory Committees to collect feedback on the proposed tasks and restructuring to suit these tasks.
The Committee discussed these recommendations. The general consensus felt was that the Committees should remain as is, however members will review the Advisory Committee Scope further and provide their comments and feedback to the record secretary within the following two weeks.

BYLAWS
NEW BUSINESS a) Parking on Stormont Road The Committee discussed pedestrian safety when cars park on boulevard.
TAC-03-14 THAT the Committee request the Bylaw Officer investigate parking on the west side of Stormont Road for infraction on sidewalk.
b) Commuter Rail D. Faulks provided an update on the status of the rail project:
- Expected to be running in the spring of 2015
- Two runs per day
- Train will run from Nanaimo to Victoria
The Committee had a short discussion on possible stops in View Royal. D. Faulks will provide another update on project at next meeting.
