DRAFT ZONING BYLAW No. 900 2014 – UPDATE REPORT IN ADVANCE OF SEPT16 2014 PUBLIC HEARING
RECOMMENDATION
THAT Zoning Bylaw 900 2014 be amended at second reading to reflect the following changes:
- C-7 Business Park Commercial base density – Changed from 0.4 to 1.0
- Added 45m of garage space floor area exemption to the CD-16 zone
- Changed title page to reflect Bylaw 900 instead of 894
- Subzones in P-6 changed from ‘Subzone 1,2,3’ to ‘Subzone A, B, C’ for consistency with other subzones
- Changes to CD-6 (Casino) zone table and Schedule 2 (Zoning Map) to reflect recent zoning amendments
- Changes to illustrations for clarity, style and consistency
- Changes to Schedule 2 Zoning Map to reflect draft rezonings at 102 Atkins (File # 2014-03) and 2427 Chilco Rd (File # 2014-05)

PURPOSE OF REPORT
The purpose of this report is to present information about various issues to be addressed in advance of the Public Hearing on September 16, 2014.
BACKGROUND
The Zoning Bylaw received 1st and 2nd readings on July 15, 2014. Since then, staff has made some housekeeping changes to the document as a result of finding errors and continuing to refine the illustrations within the document.
There is also the issue of two public hearings for rezonings happening on September 2nd, for 102 Atkins Rd and 2427 Chilco Rd (Chilco Heights Phase 7) which will need to be reflected in the new bylaw if approved.

- Added 45m of garage space floor area exemption to the CD-16 zone (removed in error in a previous zoning amendment)

- Subzones in P-6 changed from ‘Subzone 1,2,3’ to ‘Subzone A, B, C’ for consistency with other subzones
- Changes to CD-6 (Casino) zone table and mapping to reflect recent zoning amendments

Procedure regarding in-stream rezoning applications There are two public hearings for rezonings for properties on September 2nd. Staff will be reflecting those changes in the Zoning Map (Schedule 2 of the Zoning Bylaw), recognizing that the bylaws to rezone the two properties will have received third reading but will not be adopted in advance of the Public Hearing for the Zoning Bylaw on September 16, 2014.
Ultimately, staff will endeavour to reflect the outcomes of the two rezoning processes in the draft Zoning Bylaw.
