8.1 STAFF REPORTS
a) Parks Wayfinding Strategy Implementation
- Report dated March 10, 2022 from the Community Planner (Pg. 13 - 45)
Staff Recommendation:
THAT Council adopt the View Royal sign strategy;
AND THAT Council implement a Portage Park Signage pilot project as per the attached Town of View Royal Draft Parks Sign Strategy for Portage Park;
AND THAT public input be collected around the 2022 Portage Park pilot project and a report be provided to Council six months after installation;
AND FURTHER THAT Council spend any remaining 2022 budget on View Royal Park signage as per the attached Town of View Royal View Royal Park Sign Strategy example.
8.2 COMMITTEE OF THE WHOLE RESOLUTIONS
a) From the March 8, 2022 Committee of the Whole meeting:
- 2022 Grants in Aid
THAT the Committee recommend to Council that the Victoria Highland Games Association be approved for a grant in aid in the amount of $31,445.91 for the general municipal portion of the 2021 property taxes for 1801 Admirals Road. (COW-08-22)
THAT the Committee recommend to Council that the following 2022 Grants in Aid be approved in accordance with Policy No. 1600-012 - Grants in Aid:
- Crisis Intervention and Public Information Society of Greater Victoria - $1,000
- Greater Victoria Crossing Guards Association - $15,760
- The Bike Victoria Society - $500
- 3rd Arbutus Scout Group - $630
- Peninsula Streams Society - $1,000
- Vancouver Island South Film and Media Commission - $1,500
- FED Urban Agriculture Society - $750
- World Fisheries Trust - $2,000
- View Royal Reading Centre - $32,000
- Wounded Warrior Run BC - $1,000
- View Royal Climate Coalition - up to $2,000
AND THAT the 2022-2026 Financial Plan include the total of $89,586 for grants in aid;
AND FURTHER THAT an additional $10,000 be included in the 2022-2026 Financial Plan for grants in aid applications that may arise in 2022. (COW-09-22)

THAT the Committee recommend to Council that the Town provide a written response to Mr. Brown's email explaining that the Town is following the necessary legislative process regarding the BC Energy Step Code and supports a consistent regional approach. (COW-10-22)

Staff Recommendation:

THAT Mayor Screech be appointed as the Town of View Royal Council representative to the newly formed Integrated Police Unit Regional Governance Council.
CLOSED MEETING RESOLUTION
THAT there is a need to have a meeting closed to the public and persons other than the immediate members of Council, officers and employees of the Town, and those identified under Section 91 (2) of the Community Charter shall be excluded on the basis of Section 90 (1)(i) - legal and (k) – municipal service.
