A BYLAW TO AMEND ZONING BYLAW No. 900, 2014 REGARDING SHORT-TERM RENTALS
The Council of the Town of View Royal, in open meeting assembled, enacts as follows:
This Bylaw may be cited as "Zoning Bylaw No. 900, 2014, Amendment Bylaw No.1092, 2022”
Zoning Bylaw No. 900, 2014 is hereby amended by adding the following to Section 2.2 Definitions in the appropriate alphabetical order:
“Non-Dwelling Unit Short-Term Rental” is a short-term rental, for the purpose of accommodation, of something that does not meet the full definition of a dwelling unit including vehicles, parking spaces, temporary shelters, and similar.
“Principal Dwelling Unit” is the dwelling unit where an individual lives, makes their home, conducts their daily affairs, and receives mail. It is the dwelling unit with the residential address used on documentation related to billing, identification, taxation, and insurance purposes including income tax returns, driver’s licenses, vehicle registration and utility bills.
“Principal Dwelling Unit Short-Term Rental” is a short-term rental of an entire principal dwelling unit while all the principal residents are absent, such as on holiday.
“Principal Resident” is a permanent resident of a Principal Dwelling Unit.
“Short-Term Rental” is a rental of all or part of a dwelling unit for a short period of time to someone who is not a principal resident.
Zoning Bylaw No. 900, 2014 is hereby amended by removing “vacation rental” from the definition of Transient Accommodation within Section 2.2 Definitions.
Zoning Bylaw No. 900, 2014 is hereby amended by removing Section 3.3.2.e) Vacation rentals; and replacing it with Section 3.3.2.e) Short-term rental.
Zoning Bylaw No. 900, 2014 is hereby amended by adding Section 3.3.2.f) Non-dwelling unit short-term rental and adjusting subsequent sections accordingly.
