1. CALL TO ORDER
Mayor Screech called the meeting to order at 7:00 p.m.
The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. MAYOR’S REPORT
The Mayor congratulated the Fire Chief on his completion of the Wounded Warrior Run. He noted the Director of Engineering and Community Planner are moving on to new jobs, thanked them for their service to the Town and wished them well in their future endeavours.

a) Parks Wayfinding Strategy Implementation
- Report dated March 10, 2022 from the Community Planner
The Community Planner gave a summary of the report to Council.
Council and staff discussed the District of Saanich’s standardized signage criteria, recent support for the project’s inclusion in the 2022 budget as a Casino revenue funded capital initiative, and the proposed signage typology.

THAT the Portage Park Signage pilot project as per the attached Town of View Royal Draft Parks Sign Strategy for Portage Park be implemented;
AND THAT public input be collected around the 2022 Portage Park pilot project and a report be provided to Council six months after installation;
AND FURTHER THAT any remaining 2022 budget be spent on View Royal Park signage as per the attached Town of View Royal View Royal Park Sign Strategy example. DEFEATED Councillors Mattson and Rogers

C-23-22 THAT the following 2022 Grants in Aid be approved in accordance with Policy No. 1600-012 – Grants in Aid:

- The Bike Victoria Society – $500
- 3rd Arbutus Scout Group – $630
- Peninsula Streams Society – $1,000
- Vancouver Island South Film and Media Commission – $1,500

- View Royal Reading Centre – $32,000

C-24-22 THAT the Town provide a written response to Mr. Brown’s email explaining that the Town is following the necessary legislative process regarding the BC Energy Step Code and supports a consistent regional approach. CARRIED

Councillor Kowalewich discussed newly acquired art for the Juan de Fuca Childcare Centre and the West Shore Parks and Recreation Centre’s user groups and the Youth Night drop-in program.
A Council member noted after school care transportation.

The Community Planner summarized the report for Council.
Council and staff discussed the definition and duration of short-term rental, circumstances when rental of all a principle residence would be permitted, short-term rental of any part of a unit, whether use of a recreational vehicle for short-term living is permitted, and bylaw enforcement.
