Letter of Intent, Liquor Primary License Application for Craigflower Community Centre

Introduction

This letter of intent is submitted in support of the application to the Liquor and Cannabis Regulation Branch by the Victoria Scottish Community Centre Society (VSCCS) for a new liquor primary license to be located at the Craigflower Community Centre. The proposed licensed establishment will be a newly constructed community centre located at 1801 Admirals Road in the Town of View Royal.

Located at the entranceway to the town of View Royal, the new community centre will provide the Town with publicly accessible, multipurpose spaces that will bring together a variety of different programs, services, and social and cultural activities to reflect local community needs. The liquor primary license at Craigflower Community Centre will provide for liquor service at a wide variety of public and private events such as concerts, receptions, and weddings. It will also provide liquor service for members of the Society when the centre is not hosting public or private events.

Description of Primary Business Focus

The primary business focus of the VSCCS is to provide high-quality community infrastructure for use by the general public and community groups. Liquor service will be available at specific public and private events open to the general public and to Society members when specific events are not being held in the community centre.

Operating Hours

The operating hours of the primary liquor license requested are 9 am to 2am, Monday to Sunday.

Description of Types of Entertainment that may be offered

Entertainment held at the Craigflower Community Centre will include: Live and recorded music; Dancing; Television and Movies; Card games/games of chance and board games, for amusement only; and, Games of Skill.

Description of Food Service offered by our establishment

The establishment will provide a variety of hot and cold snacks and non-alcoholic beverages during all hours of operation. The Community Centre contains a commercial catering kitchen which will be used by catering contractors to provide buffet service or table food service to guests at large public and private events.

Description of Composition of the Neighbourhood

The new community centre sits on the corner of the 3-acre Craigflower Manor property at the intersection of Admiral Road and the Old Island Highway. Across the intersection from the community centre is a commercial mall, a gas station, and a rental housing complex. The Craigflower property is properly zoned for a community centre and the new building has been fully supported by town council.

Description of the potential for Noise and other types of disturbance

The 10,000 square foot community centre has a 4,500 square foot main hall surrounded by multi-purpose rooms on the side of the building facing the intersection and the commercial and residential structures. The main noise from the building’s main hall will be focused away from these neigbourhood buildings towards the 3-acre Craigflower property and the Gorge Waterway. The building was designed to have the auxiliary rooms act as a noise buffer from the main hall. The license service area is within the building which has been constructed with significant sound proofing materials.

Description of the measures to be implemented to ensure nearby residents are not disturbed by your establishment or patrons of your establishment

The neighbourhood is a mix of commercial and residential on the site of the three acre Craigflower property where the new building is located. We will ensure that all our events and activities do no exceed the noise bylaw standards set by the Town of View Royal. Our main hall will be constructed with sound deadening materials to reduce noise from interior music and entertainment and we will have lanscaping shrubs and trees to deaden any sounds coming from the building. We will make sure noise is not an issue for nearby residents by keeping music to a reasonable level later at night, reminding our patrons verbally and by posted signs to respect our neighbours and keep noise to a minimum as they exit the building, and working with our neighbours to ensure they are not disturbed by our establishment or patrons of our establishment.

Requests for licensing options and/or endorsements

Large public events have been held at the Craigflower property over the last 8 years, (e.g. Canada Day Celebrations; Highland Games; ). These events provide liquor service to the public attendees through the Special Event Permit approach. We would request whether there is an opportunity for an endorsement to allow these outdoor events to provide liquor service under this primary liquor licence application.

Information that may be relevant to this application

The provincial Heritage Branch and Town of View Royal have fully supported both the construction of the Craigflower Community Centre and the application for a liquor primary licence. A letter from the Provincail Heritage Branch concerning our application is attached.
