Dear Mayor and Council:

The Province of British Columbia has granted the Victoria Highland Games Association (VHGA) a 30-year renewable tenure to manage and operate the Craigflower Manor and property. As part of that tenure, the province has approved the construction of a new community centre by the VHGA. This new building will be a major community asset and ensure that the Craigflower property is well utilized by the public.

The VHGA has established a charitable society, the Victoria Scottish Community Centre Society (VSCCS), to operate the new building which will be available for use by the public and all community groups. In order to provide liquor service for events held at the new building, the charitable society is applying to the provincial Liquor and Cannabis Regulation Branch for a liquor primary licence. This licence type will allow the society to host events such as concerts, receptions and weddings as outlined in their provincially approved management plan.

As the Manager of Stewardship and Historic Place Operations for Craigflower property, I fully support the society’s application with the condition that the new building is not operated as a public house (not open to the public for liquor service only). Any liquor service that is provided outside of a specific public or private event will only be available to approved members.

I have provided written direction to the VHGA and VSCCS that the new Craigflower Community Centre is not to allow the general public to enter the building and obtain liquor service unless they are attending specific public or private events.
