  • recommend policy and regulatory amendments to better support active transportation.

Recommendations from the ATP will help inform the Town’s 5-year financial plan and improvements to the Town’s operational plans and programs.

Staff issued a Request for Proposal (RFP) and received five proposals from consultant companies across Canada. Each proposal was evaluated using the criteria and point system below:

  • Consulting Team (15 points) – Qualifications, expertise, and experience.
  • Past Performance (15 points) – Delivering similar projects and reference checks.
  • Methodology & Proposed Schedule (30 points) – Project understanding, methods and work plan.
  • Overall Quality of Proposal (10 points) – Clear, concise, and professional proposal.
  • Fees (30 points) – Within project budget, optional services.

The evaluation scores ranged from 70 to 87 points out of 100 with the Watt Consulting Group achieving the highest evaluation. Submissions were received from Bunt & Associates Engineering Ltd, Urban Systems, HDR Corporation, and MORR Transportation Consulting,

Highlights of Watt’s proposal include their recent delivery of the Township of Esquimalt’s Active Transportation Plan, receiving glowing praise from Esquimalt’s project manager, as well as the excellent quality of their proposed methodology, work plan, and deliverables.

The Town entered in a Professional Services Agreement with Watt Consulting Group on March 15, 2022 for the delivery of the Active Transportation Plan at a proposed cost of $136,505 (net of rebateable taxes), which is within the 2022-2026 Financial Plan’s project budget of $145,000.
