a) Capital Bike Presentation from the March 22, 2022 Joint Advisory Meeting
The Committee discussed the Capital Bike’s presentation, specifically:
- improving safety in traffic circles;
- Dutch roundabouts - cost and space required for this infrastructure;
- Active Transportation Network Plan and routes for all ages and abilities; and
- the potential for View Royal to host a training session by Capital Bike at Centennial Park.

PREAC-01-22 THAT the Committee recommend to Council that as part of the View Royal Active Transportation Network Plan, the use of continuous protected bike lanes through roundabouts (Dutch-style roundabout) be included for future development where feasible. CARRIED
b) Draft Community Climate Action Strategy
The Committee and staff discussed the BC Energy Step Code, annual review of performance targets to ensure goals are met, progress reporting in two years, population growth, development, transportation, and park land.
It was noted that the Provincial government is moving on the BC Energy Step Code. The Committee expressed a preference to see the Town implement Energy Step Code 5 for all new buildings.
c) Installation of Signage at Shoreline Drive Kayak Launch with Territorial Acknowledgment
The Committee discussed the possibility of wayfinding signage being installed at the kayak launch on Shoreline Drive to help identify and direct users along the historic portage route.
It was noted that information regarding the wayfinding signage will be brought forward to the next Parks, Recreation and Environment Advisory meeting.
