BACKGROUND

At the February 19, 2019, regular Council meeting staff was actioned to review the Helmcken Road / Watkiss Way intersection on an ongoing basis and to also evaluate it following the completion of the McKenzie Interchange project. This was in response to a letter to Council regarding a request to review the intersection to seek pedestrian accessibility improvements.

The McKenzie Interchange project was approaching completion in summer 2020. Coincidentally, this was around the time that the development at the southwest corner of the Helmcken Road / Burnside Road applied for rezoning (3, 5 Helmcken and 1445-1449 Burnside, currently known as the “Aspire” development). As a result, Council adopted the rezoning bylaw for this development on the condition that an updated TIA be provided to determine mitigation expectations of the Town of View Royal.

At the April 5, 2022, regular Council meeting a motion was carried to approve the form and character Development Permit for the Aspire, on the condition that outstanding issues from the Transportation Impact Assessment process be addressed through a servicing agreement. This was provided by the Aspire during the servicing review process via a revised Transportation Impact Assessment. This assessment was updated to reflect “post McKenzie Interchange” data and thus provided updated mitigation measures to address queuing and pedestrian accessibility.

Specifically, regarding the Helmcken Rd / Watkiss intersection, two options were presented to address queuing:

  • Option 1 (least desirable) – signal timing adjustment (as suggested in the letter presented at the February 19, 2019, Council Meeting. This option creates issues for other movements in the intersection.
  • Option 2 – adding capacity to the southbound lane. The change would involve utilizing the area currently gored in yellow pavement marking as an additional travel lane. In addition, the existing bulb-out or ‘choke point’ on the southwest corner of the intersection would be removed (Figure 1).
