1. CALL TO ORDER – Mayor Screech called the meeting to order at 7:00 p.m.

The Mayor acknowledged that the meeting is being held on the traditional territory of the Songhees Nation and Esquimalt Nation.

4. MAYOR’S REPORT

The Mayor acknowledged the late Queen Elizabeth II’s service and lifetime commitment to Canada. He wished King Charles III all the best during his reign.

He noted that Council members are wearing orange shirts at this meeting to acknowledge National Truth and Reconciliation Day and show support and solidarity for all First Nations; as well, Council will be participating in the South Island Powwow.

He congratulated Councillors Mattson and Rogers on receiving their twenty-five year long-service awards at the 2022 Union of British Columbia Municipalities’ (UBCM) conference; Councillor Lemon on receiving endorsement of her Island Rail Corridor and Family Physician Crisis motions at the UBCM conference; and Councillor Kowalewich on receiving his Master of Arts degree in Professional Communications.

He thanked the View Royal Fire Department for the banquet which was held on September 17, 2022.

He stated this is the last meeting before the 2022 local government election and thanked Council and staff for all the good work done during the 2018-2022 term.

a) Development Variance Permit 2022/04 – 49 Tovey Crescent

C-85-22 THAT Development Variance Permit 2022/04 be approved as per the report dated September 14, 2022 from the Senior Planner titled “Development Variance Permit 2022/04 – 49 Tovey Crescent”;

AND THAT Development Variance Permit 2022/04 include the following variances:

• variance to Section 4.6.2(c) of Zoning Bylaw No. 900, 2014 to locate an accessory building in the front yard; and
• variance to the maximum separation between an accessory building or structure and a principal building within Section 4.6.3 of Zoning Bylaw No. 900, 2014 from 3.0m to 2.7m. CARRIED

b) Purchase of 2023/2024 Fire Engine

1. Report dated September 15, 2022 from the Director of Protective Services

The Director of Protective Services gave a summary of the report to Council.

Council and staff discussed funding and costs, availability of fire engines, and potential resale of existing fire engine.

C-86-22 THAT the Fire Engine acquisition be awarded to Safetek Fire Apparatus for the construction and delivery of a 2023 fire engine at a cost of $1,353,402.34 (net of GST rebate);

AND THAT the budget be increased not to exceed $1,400,000 to accommodate exchange rate fluctuations. CARRIED

c) CAO Update

1. Report dated September 12, 2022 from the Chief Administrative Officer

The Acting Chief Administrative Officer gave a review of the report to Council.

Council and staff discussed multi-level authentication and the ability for a link to the Capital Regional District’s tsunami mapping to be placed on the Town’s website.

A Bylaw to Amend Zoning Bylaw No. 900, 2014 Regarding Short-Term Rentals

A Bylaw to Amend the Town of View Royal Sanitary Sewer Rates in Fees and Charges Bylaw No. 958, 2016

12. QUESTION PERIOD

C. Blanchard, 290 Island Highway, questioned tree removal and screening as part of the development at 258 Helmcken Road.

The Director of Engineering and Parks noted that the developer will need to enter into an agreement with the Lion’s Cove Strata to remove the encroaching boundary trees. He stated once an agreement is presented to staff, staff can consider the tree removal permit noting replacement trees will be required.
