TOWN OF VIEW ROYAL CONSTRUCTION NOTES

GENERAL:

  1. CONTRACTOR SHALL BE REGISTERED WITH WORK SAFE BC.
  2. ALL CONSTRUCTION AND MATERIALS SHALL BE IN ACCORDANCE WITH THE TOWN OF VIEW ROYAL (TOWN) SUPPLEMENTAL SPECIFICATIONS AND THE PLATINUM EDITION OF THE MASTER MUNICIPAL CONSTRUCTION DOCUMENTS (MMCD). IN THE EVENT OF A DISCREPANCY BETWEEN TOWN SPECIFICATIONS AND MMCD, THE MORE STRINGENT SHALL APPLY.
  3. SEWER, DRAIN, AND ROADS CONSTRUCTED WITHIN PRIVATE PROPERTY SHALL BE CONSTRUCTED IN ACCORDANCE WITH THE BC PLUMBING CODE AND BC BUILDING CODE.
  4. A PRE-CONSTRUCTION MEETING SHALL BE HELD A MINIMUM OF 48 HOURS PRIOR TO CONSTRUCTION AND SHALL INCLUDE AT A MINIMUM, THE CONTRACTOR, CONSULTING ENGINEERING, TOWN REPRESENTATIVES, CRD REPRESENTATIVE, AND UTILITY REPRESENTATIVES.
  5. ANY REVISIONS TO THESE DRAWINGS SHALL BE APPROVED BY THE TOWN'S REPRESENTATIVE.
  6. THE CONTRACTOR SHALL OBTAIN THE TOWN'S PERMIT TO WORK WITHIN ROAD ALLOWANCE A MINIMUM OF FIVE WORKING DAYS PRIOR TO START OF CONSTRUCTION. THE CONTRACTOR SHALL SUBMIT EMERGENCY CONTACT NUMBERS TO THE TOWN'S REPRESENTATIVE AS PART OF THIS PERMIT.
  7. CONNECTION OR ALTERATION OF EXISTING TOWN-OWNED UTILITIES SHALL BE DONE UNDER THE SUPERVISION OF THE CONSULTING ENGINEER AND TOWN'S REPRESENTATIVE, UNLESS OTHERWISE AUTHORIZED BY THE TOWN'S REPRESENTATIVE.
  8. THE CONTRACTOR SHALL NOT COMMENCE ANY BACKFILL OPERATION UNTIL WORKS HAVE BEEN INSPECTED BY THE CONSULTING ENGINEER AND TOWN'S REPRESENTATIVE.
  9. THE CONTRACTOR SHALL PREPARE AND SUBMIT THE FOLLOWING PLANS TO THE TOWN'S REPRESENTATIVE FOR REVIEW AND ACCEPTANCE AT LEAST 7 DAYS PRIOR TO CONSTRUCTION COMMENCING: A. TRAFFIC MANAGEMENT PLAN B. EROSION AND SEDIMENT CONTROL PLAN FOR CONSTRUCTION C. TREE PRESERVATION PLAN
  10. THE CONTRACTOR SHALL CONTACT BC ONE CALL A MINIMUM OF THREE WORKING DAYS PRIOR TO START OF CONSTRUCTION.
  11. ALL OR ANY EXISTING UNDERGROUND UTILITIES ARE NOT NECESSARILY SHOWN. EXISTING UNDERGROUND UTILITIES SHALL BE LOCATED AND ALL UTILITY COMPANIES CONTACTED, PRIOR TO INSTALLING ANY NEW UNDERGROUND SERVICES.
  12. IF CONSTRUCTION AFFECTS EXISTING BUS STOPS, BC TRANSIT (250-385-2551) SHALL BE CONTACTED PRIOR TO CONSTRUCTION. A TEMPORARY BUS STOP SHALL BE PROVIDED BY THE CONTACTOR AS DIRECTED BY THE BC TRANSIT SERVICE DELIVERY MANAGER. PEDESTRIAN AND BUS ACCESS SHALL BE MAINTAINED AT ALL TIMES THROUGHOUT CONSTRUCTION.
  13. THE CONTRACTOR SHALL FOLLOW ALL CURRENT PROVINCIAL REGULATIONS FOR BLASTING AND SHALL BE FULLY RESPONSIBLE FOR PRE-BLAST SURVEYS, FOR NOTIFICATION TO NEARBY OCCUPANTS OF ALL BUILDINGS OR DWELLINGS WITHIN THE DISTANCE SPECIFIED IN THE CURRENT REGULATIONS, FOR THE REPAIR OF ANY DAMAGE CAUSED BY THE BLASTING AND FOR ANY CLAIMS MADE AGAINST THE APPLICANT AS A RESULT OF THE BLASTING.
  14. THE CONTRACTOR SHALL NOTIFY ALL RESIDENCES AND/OR BUSINESSES AFFECTED BY THE CONSTRUCTION FIVE DAYS PRIOR TO STARTING THE CONSTRUCTION. THE CONTRACTOR SHALL ALSO EACH DAY INDIVIDUALLY NOTIFY EACH RESIDENCE OR BUSINESS WHICH WILL BE AFFECTED BY THE NEXT DAYS' WORK.
  15. A COPY OF THE APPROVED DESIGN DRAWINGS AND THE ENGINEERING SPECIFICATIONS, INCLUDING THE MMCD, SHALL BE MAINTAINED BY THE CONTRACTOR AT THE CONSTRUCTION SITE AT ALL TIMES DURING THE INSTALLATION OF THE WORKS.
  16. ALL WORK SHALL CONFORM TO ALL APPLICABLE REGULATIONS OF WORKSAFE BC.
  17. TRAFFIC CONTROL SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AND SHALL COMPLY THE CURRENT BC TRAFFIC CONTROL MANUAL FOR WORK ON ROADWAYS AS PUBLISHED BY THE MINISTRY OF TRANSPORTATION AND INFRASTRUCTURE (MOTI). SAFE VEHICULAR AND PEDESTRIAN ACCESS SHALL BE MAINTAINED AT ALL TIMES.
  18. CONSTRUCTION IN AND ABOUT A WATERCOURSE SHALL RECEIVE PRIOR APPROVAL FROM THE PROVINCIAL MINISTRY OF ENVIRONMENT AND/OR THE FEDERAL DEPARTMENT OF OCEANS AND FISHERIES WHERE APPLICABLE. RANDOM TESTS OF WATER FROM OUTLETS INTO WATERCOURSES FOR SILTS MAY BE CONDUCTED BY THE TOWN'S REPRESENTATIVE.
  19. ALL EXISTING TREES SHALL BE PROTECTED, WITH PROTECTIVE FENCING AS PER VRSD-L1, EXCEPT THOSE APPROVED BY THE TOWN TO BE REMOVED. THE CONTRACTOR SHALL RETAIN A PROFESSIONAL ARBORIST WHO SHALL BE RESPONSIBLE FOR SUPERVISING INSTALLATION OF PROTECTIVE FENCING AND SHALL PROVIDE SUPERVISION AND DIRECTION DURING EXCAVATION AROUND SENSITIVE ROOT ZONES.
  20. EXISTING INVASIVE PLANTS IN AFFECTED ROAD ALLOWANCES, INCLUDING THEIR ROOT SYSTEMS, SHALL BE THOROUGHLY EXCAVATED AND DISPOSED OF AS PER CRD REGULATIONS PRIOR TO CONSTRUCTION OF INFRASTRUCTURE.
  21. THE CONTRACTOR SHALL BE HELD RESPONSIBLE FOR ANY DAMAGE CAUSED TO EXISTING STREETS, SERVICES OR ROAD MARKINGS, INCLUDING WEAR AND TEAR BY CONSTRUCTION EQUIPMENT AND/OR TRUCKS HAULING MATERIALS TO THE SITE. THIS SHALL INCLUDE DAILY CLEANING OR SWEEPING ALL EXISTING ROADS OR DIRT AND DEBRIS CAUSED BY CONSTRUCTION ACTIVITY. A TRUCK WASH MAY BE REQUIRED AT THE DISCRETION OF THE TOWN'S REPRESENTATIVE.
  22. ATTEMPTS SHALL BE MADE TO KEEP PRIVATE PROPERTY ADDRESS MARKERS OR POSTS AND MAILBOXES VISIBLE DURING CONSTRUCTION.
  23. THE CONTRACTOR SHALL ENSURE ALL OPEN TRENCHES IN THE TRAVELLED LANES ARE SAFELY DRIVABLE, WITH SMOOTH TRANSITIONS AND SURFACE OUTSIDE OF CONSTRUCTION HOURS. WARNING SIGNAGE SHALL BE IN PLACE AS APPLICABLE AT ALL TIMES.
  24. LEGAL SURVEY MONUMENTS OR PINS DESTROYED OR DAMAGED DURING CONSTRUCTION, SHALL BE REPLACED BY A BC LAND SURVEYOR, AT THE CONTRACTOR'S EXPENSE.
  25. ALL PROPOSED AND EXISTING APPURTENANCES SHALL BE ADJUSTED TO MEET FINAL DESIGN UPGRADES.
  26. AFTER CONSTRUCTION, WORK AREAS AND EXISTING FEATURES SHALL BE RESTORED TO THEIR ORIGINAL CONDITION OR BETTER. ALL SURPLUS OR REMOVED MATERIAL SHALL BE REMOVED FROM THE SITE AND DISPOSED OF PROPERLY IN ACCORDANCE WITH ALL APPLICABLE GUIDELINES AND REGULATIONS.

ROAD WORKS AND SIDEWALKS:

  1. THE ROAD BASE SHALL EXTEND A MINIMUM WIDTH OF 1.0M BEYOND THE CURB AND GUTTER TO ALLOW FOR PROPER COMPACTION.
  2. NEW OR REPAIRED SHOULDERS ALONG ROADWAY EDGE SHALL BE A WIDTH OF 1.0M FROM PAVEMENT, UNLESS OTHERWISE DIRECTED BY THE TOWN'S REPRESENTATIVE, AND PROPERLY COMPACTED AND TOPPED WITH 50MM OF COMPACTED ASPHALT MILLINGS, FLUSH WITH PAVEMENT GRADE.
  3. WHERE A TRENCH IS UNDER OR WITHIN 1.0 METRES OF THE ROADWAY OR DRIVEWAY EDGE, FULL DEPTH GRANULAR BACKFILL SHALL BE USED.
  4. CONCRETE SIDEWALK, CURB AND GUTTER EXPANSION JOINTS SHALL BE INSTALLED IN THE CURB AND GUTTER WITHIN 200MM OF BOTH ENDS OF ALL CATCH BASINS, IN ADDITION TO THOSE REQUIRED IN MMCD. SIDEWALK TO BE 150MM THICK BEHIND MOUNTABLE CURB, 100MM THICK BEHIND NON-MOUNTABLE CURB.

PAVEMENT MARKING AND SIGNAGE:

  1. PROJECT SIGNAGE AND CONSTRUCTION SIGNAGE SHALL BE INSTALLED AT APPLICABLE LOCATIONS. SIGN LOCATIONS SHALL BE APPROVED BY TOWN'S REPRESENTATIVE. CONSTRUCTION SIGNAGE WORDING SHALL BE APPROVED BY TOWN'S REPRESENTATIVE AND SHALL INCLUDE CONTRACTOR'S CONTACT INFORMATION.
  2. ALL PAVEMENT MARKINGS SHALL BE WITHIN THE VOLATILE ORGANIC COMPOUND (VOC) CONCENTRATION LIMIT AS PER ENVIRONMENT CANADA REGULATIONS.
  3. ALL PAVEMENT MARKINGS SHALL BE THERMOPLASTIC, LAFRENTZ SYSTEM 300 OR APPROVED EQUIVALENT, UNLESS OTHERWISE NOTED, AND 3.2 MM IN THICKNESS.
  4. BIKE LANE GREEN ANTI-SKID APPLICATIONS SHALL BE LAFRENTZ SKID RESISTANT MATERIAL OR APPROVED EQUIVALENT. GREEN COLOUR SHALL MATCH EXISTING GREEN APPLICATIONS THROUGHOUT THE TOWN.
  5. ALL EXISTING, PERMANENT AND TEMPORARY PAVEMENT MARKINGS NO LONGER APPLICABLE SHALL BE REMOVED IMMEDIATELY AFTER INSTALLATION OF NEW PAVEMENT MARKINGS.
  6. RECESSED REFLECTIVE PAVEMENT MARKERS SHALL BE INSTALLED AT A DEPTH SUCH THAT THE TOP SURFACE OF THE MARKER IS SLIGHTLY LOWER THAN FINISHED GRADE TO ENSURE SMOOTHNESS OF CUT FOR ADHESION AND TO REDUCE ICE FORMATION UNDER THE MARKER. ALL EXISTING RECESSED REFLECTORS NOT LOCATED WITHIN PROPOSED PAVEMENT MARKINGS SHALL BE REMOVED AND THE ASPHALT REPAIRED TO TOWN SPECIFICATIONS.
  7. RAISED REFLECTIVE PAVEMENT MARKERS, SHALL BE INSTALLED ON RAISED MEDIAN CURBS AND SPACED AS DIRECTED BY THE TOWN'S REPRESENTATIVE.
  8. SIGNS SHALL BE PLACED AT BACK OF SIDEWALK. NO SIGNS SHALL BE PLACED IN A SIDEWALK UNLESS APPROVED BY THE TOWN'S REPRESENTATIVE.
  9. WHERE POSSIBLE, SIGNAGE SHALL BE MOUNTED ON STREET LIGHT POLES, AS APPROVED BY THE TOWN'S REPRESENTATIVE. SIGNS SHALL BE BANDED TO THE POLES, NOT DRILLED, AS PER TOWN SPECIFICATIONS.
  10. FOR TRAFFIC SIGNAL SIGNAGE, SEE DRAWINGS ON ELECTRICAL PLANS.
  11. BIKE SIGNS AND STENCILS SHALL FOLLOW CURRENT TAC GUIDELINES.
  12. BUS STOP SIGNS AND PAVEMENT MARKING SHALL FOLLOW BC TRANSIT GUIDELINES.
  13. EXISTING SIGN POSTS AND BASES CAN ONLY BE RE-USED IF IN CONFORMANCE WITH EXISTING SPECIFICATIONS, OR AS APPROVED BY TOWN'S REPRESENTATIVE.

SANITARY SEWER:

  1. THE CONTRACTOR SHALL CONFIRM THE LOCATION AND INVERTS OF EXISTING SANITARY SEWER CONNECTIONS PRIOR TO CONSTRUCTION.
  2. ALL SEWER MANHOLE LIDS SHALL BE STAMPED “VIEW ROYAL SEWER”.
  3. FOR EXISTING PIPES OR SERVICE CONNECTIONS THAT ARE TO BE ABANDONED, THE CONTRACTOR SHALL CAP ENDS AND FILL WITH CDF OR APPROVED ALTERNATE, AS DIRECTED BY THE TOWN'S REPRESENTATIVE. EVIDENCE OF THIS (SUCH AS WITH PHOTOGRAPHS), SHALL BE PROVIDED TO THE TOWN'S REPRESENTATIVE PRIOR TO BACKFILL. THE ABANDONED PIPE SHALL BE NOTED ON THE AS-CONSTRUCTED DRAWING.
  4. ALL SEWER TO BE SDR35 RATED PIPE.
  5. SANITARY SERVICE CONNECTIONS TO BE 100 mm DIAMETER.

STORM DRAINS:

  1. THE CONTRACTOR SHALL COMPLETE AND SUBMIT THE TOWN'S APPLICATION FOR DRAINAGE CONNECTION DOCUMENT FOR ALL REQUIRED STORM DRAIN CONNECTIONS TO THE TOWN'S REPRESENTATIVE PRIOR TO COMMENCEMENT OF CONSTRUCTION.
  2. THE CONTRACTOR SHALL CONFIRM THE LOCATION AND INVERTS OF EXISTING STORM DRAIN CONNECTIONS PRIOR TO CONSTRUCTION.
  3. SILTATION CONTROL TO THE ACCEPTANCE OF THE TOWN'S REPRESENTATIVE SHALL BE USED AT ALL DRAINAGE OUTLETS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTENANCE AS REQUIRED. CATCH BASINS SHALL BE CLEANED ON A REGULAR BASIS THROUGHOUT CONSTRUCTION.
  4. CATCHBASIN RIM ELEVATIONS GIVEN ARE THE ELEVATION OF THE SURFACE INLET.
  5. THE LEAD SHALL EXTEND INTO THE CATCH BASIN SUCH THAT A 90 DEGREE ELBOW, REMOVABLE FOR CLEANING AND WITH AIR HOLES, CAN BE ATTACHED.
  6. ALL STORM DRAIN MANHOLE LIDS SHALL BE STAMPED “VIEW ROYAL DRAIN”.
  7. MANUFACTURED WYES SHALL BE USED ON STORM DRAIN PIPE UNDER 450MM DIAMETER.
  8. STORM DRAINS SHALL BE CONSTRUCTED WITH SEALED JOINTS UNLESS OTHERWISE SPECIFIED ON THE DESIGN DRAWINGS.
  9. ALL DRAIN TO BE SDR35 RATED PIPE. CONCRETE TO BE CLASS III.
  10. STORM SERVICE CONNECTION TO BE 100 mm DIAMETER.

CRD WATER SERVICES STANDARD NOTES:

  1. ALL WATERWORKS CONSTRUCTION MATERIAL SHALL BE IN ACCORDANCE WITH CRD WATER SERVICES ENGINEERING SPECIFICATIONS AND STANDARD DRAWINGS UNLESS NOTED OTHERWISE.
  2. WATERMAINS SHALL BE DUCTILE IRON PRESSURE CLASS 350 TO AWWA C151; PVC DR18 TO AWWA C900 OR AWWA C905; OR HDPE DR11 TO AWWA 906, CROSS LINKED POLYETHYLENE (PE) TO AWWA C904 AND CSA B137.5, OR OTHER MATERIAL, APPROVED IN ADVANCE, ON A CASE BY CASE BASIS BY CRD WATER SERVICES.
  3. PROVIDE MINIMUM 0.9M COVER FOR WATERMAINS.
  4. MARK WATERMAINS BELOW GRADE USING A METALLIC DETECTABLE REINFORCED UNDERGROUND UTILITY MARKING TAPE AS PER CRD SPECIFICATIONS.
  5. MAINTAIN A MINIMUM OF 3M HORIZONTAL CLEAR SEPARATION AND 450MM VERTICAL SEPARATION BETWEEN WATERMAINS AND ALL SANITARY SEWERS/SERVICES AND DRAIN SEWERS/SERVICES EXCEPT WHERE NOTED AND APPROVED BY CRD WATER SERVICES. SANITARY SEWER MAINS SHALL NOT CROSS OVER WATERMAINS. FOR A SANITARY FORCEMAIN, WHERE THE ABOVE-NOTED SEPARATIONS CANNOT BE ACHIEVED, THE FORCEMAIN SHALL BE GASKETED PRESSURE RATED PIPE WITH A MINIMUM DR (DIMENSION RATIO) OF 28' OR HDPE MINIMUM DR17.
  6. FOR CROSSING OF EXISTING SEWERS, WHERE THE WATERMAIN DOES NOT HAVE THE REQUIRED 450MM VERTICAL SEPARATION, WRAP THE WATERMAIN JOINTS WITH PETROLATUM TAPE 3M EITHER SIDE OF THE WATERMAIN.   9. MAINTAIN A MINIMUM OF 1.0M HORIZONTAL CENTER TO CENTER AND 150MM CLEAR VERTICAL SEPARATION BETWEEN WATERMAINS AND ELECTRICAL CONDUITS.
  10. CONTRACTOR SHALL CONDUCT PRESSURE TEST IN ACCORDANCE WITH CRD WATER SERVICES ENGINEERING SPECIFICATIONS AND IN THE PRESENCE OF THE ENGINEER.
  11. CONTRACTOR SHALL FLUSH AND DISINFECT WATERMAINS IN ACCORDANCE WITH AWWA STANDARDS AND AS APPROVED BY CRD WATER SERVICES. WATER SAMPLES FOR HEALTH TESTS SHALL BE SAMPLED BY AN AGENCY QUALIFIED TO TAKE AND TEST SAMPLES FOR DRINKING WATER AT THE CONTRACTOR'S EXPENSE. PROVIDE 24 HOURS NOTICE TO THE CRD PRIOR TO SAMPLING.
  12. NEUTRALIZE CHLORINE SOLUTIONS IN ACCORDANCE WITH MINISTRY OF ENVIRONMENT AND FISHERIES AND OCEANS CANADA REGULATIONS PRIOR TO DISCHARGE TO ANY DRAINAGE COURSE OR SYSTEM.
  13. WHERE PRACTICAL, SERVICE LINES AND METER BOXES SHALL BE INSTALLED TO FINISHED GRADE, OUTSIDE OF DRIVEWAYS OR PAVED AREAS.
  14. THE CONTRACTOR SHALL SUPPLY ANY WATER REQUIRED FOR CONSTRUCTION. UNDER NO CIRCUMSTANCES SHALL THE CONTRACTOR USE THE WATER SUPPLY FROM PRIVATE PROPERTY, OTHER THAN THE PROPERTY THAT IS BEING DEVELOPED.
  15. ALL UNITS TO HAVE 19 mm DIAMETER HDPE DOMESTIC SERVICES C/W 19 mm WATER METERS UNLESS OTHERWISE SPECIFIED. SEE CRD STANDARD DRAWINGS FOR DETAILS. SUBMIT SHOP DRAWINGS OF METER, FITTINGS, AND PIPING FOR REVIEW. SUBMIT HEADLOSS CURVES FOR METER FOR REVIEW.
  16. CONCRETE METER BOXES TO BE USED IN ALL TRAVELLED AREAS.

POWER, TELECOMMUNICATIONS AND GAS:

  1. THE CONTRACTOR SHALL CONSTRUCT UNDERGROUND BC HYDRO, TELECOMMUNICATIONS UTILITIES, AND FORTIS BC IN ACCORDANCE WITH THE APPLICABLE UTILITY COMPANY'S CURRENT SPECIFICATIONS.
  2. THE CONTRACTOR SHALL CONTACT BC HYDRO AND TELECOMMUNICATIONS UTILITIES TO INSTALL RISERS ON EXISTING JUNCTION BOXES TO BRING LID ELEVATIONS FLUSH TO GRADE.
