Amendment Bylaw No. 1105
PURPOSE OF REPORT
To introduce a new bylaw (No. 1105) to address the regulation of short-term rentals.
Background
A Short-Term Rental or STR refers to AirBNB, VRBO, or other rental platform that offers commercial short-term accommodation located in a portion of or entirety of a dwelling.
The regulation of what is referred to as ‘vacation rental’ in the Town’s Zoning Bylaw is insufficient for prohibiting STRs.
Council’s objective is to avoid the commercial rental of residential dwelling units that would otherwise be used for long-term rentals or ownership.
New Bylaw
Staff had brought forward reports pertaining to the regulation of STRs in previous months; however, information staff relied on in drafting regulations was found to be inadequate.
New Bylaw is consistent with our existing zoning definitions and is enforceable.
The previous bylaw, No. 1092 will be abandoned.
