PURPOSE OF REPORT
To introduce Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1105, 2022 to regulate the operation of short-term rentals.
Background
A short-term rental or STR refers to AirBNB, VRBO, or other rental platform that offers commercial short-term accommodation located in a portion of or the entirety of a dwelling
The regulation of what is referred to as ‘vacation rental’ in the Town’s Zoning Bylaw is insufficient to regulate this use.
New Bylaw
Staff had brought forward reports pertaining to the regulation of STRs in previous months; however, information staff relied on in drafting regulations was found to be inadequate.
New Bylaw is consistent with our existing zoning definitions and is enforceable.
The previous bylaw, No. 1092 was abandoned.
Council’s Objectives
- To avoid the commercialization of residential dwelling units
- Ensure that residential units are not removed from the Town’s inventory of possible residential tenure for either long-term rental or ownership
- Establish clear regulations for the prohibition of STRs in the Town

THAT Zoning Bylaw No. 900, 2014, Amendment Bylaw No. 1105, 2022 be given first and second reading.
