Details of item to be added: Review/amend bylaw: annual business licence fee for Cannabis Retail stores

Q: have the fees colllected being applied to any drug related harm reduction or eduction programs as intended?

• Feb 2020 Town bylaw 1036: annual business licence fee for Cannabis retail store was set at $7,500
• 2021 Songhees opened its Cannabis retail store 250 m away from Admirals Walk retail store. Annual licensing?
• 2022 Colwood approved Rise Cannabis retail store at the new Colwood Corners shopping centre (1 km from VR)

I am advised that Colwood's business licence for Cannabis stores is $100 / year... same as regular commercial. (provide additional information as an attachment if required)

List any attachments:

• The bylaw was adopted with plan to review for relevance and fairness. I would ask that we should do so now.
• Assess where have fees gone, and the comparison of fees in both Songhees and Colwood for same business.
