Electric Vehicle Charging User Fees
RECOMMENDATION:
THAT Council approves the charging of user fees at Town owned and operated Electric Vehicle charging stations;
AND THAT a fee of $1.00 per hour for the first three hours; then $2.00 per hour thereafter be implemented;
AND FURTHER THAT Council direct staff to prepare a bylaw amendment to the Fees and Charges Bylaw No. 985 to reflect the newly established fees.

PURPOSE OF REPORT:
To implement a user fee for the Town owned Electric Vehicle charging stations.
BACKGROUND DISCUSSION:
The Town installed two EV charging stations in 2019 at Town Hall and Centennial Park. To date, charging has been free to the public. The free charging was implemented on a two-year trial basis to grow awareness of EV users within the region. Since the Town has installed the two stations in 2019 the use of the stations is increasing as shown in the charts below.

User fee charges in other municipalities:
- Saanich: $1 per hour for a maximum of 3 hours
- Esquimalt: $1 per hour
- Victoria: $1 per hour
- West Shore Park and Rec: $1 per hour for the 1st 3 hours and $2 per hour thereafter.
Staff are recommending implementing a user fee of $1.00 per hour for the first 3 hours; then $2.00 per hour thereafter. This fee structure keeps charging inexpensive while discouraging EV users from leaving their vehicle plugged in.
FINANCIAL IMPLICATIONS:
If a fee structure is implemented, the generated revenue can be utilized for maintenance costs as well as replacement of stations.
ALTERNATE RECOMMENDATION:
THAT Council continue to offer free charging for Electric Vehicles to the public.
