SCHEDULE “A”
EMERGENCY RADIO COMMUNICATIONS PROGRAM AGREEMENT
PART I – Emergency Radio Communications
Section 7 of the British Columbia Emergency Management System Guide (2016) states that a communication and information system must be resilient by building redundancy:
“Alternative communication methods must be available in case the primary or routine methods are not operating. Alternative methods include the use of paper-based forms, courier services, and alternative technologies, such as amateur radio and satellite phones.”
For the purposes of this Agreement, Emergency Radio Communications therefore means the provision of additional and alternate means of communications including but not limited to, amateur radio, during emergencies and disasters within the municipalities of View Royal and Colwood.
PART II – Emergency Radio Communications Program
- The joint Emergency Radio Communications Program of View Royal and Colwood will provide for the joint planning, co-ordination and delivery of Emergency Radio Communications in the municipalities of View Royal and Colwood, in keeping with the following general principles:
Planning
There will be a combined team approach to developing plans, including Radio Stations, deployable systems, Emergency Operations Centres support, and Level Two and Three Emergency Support Services reception centre support.
The combined Emergency Radio Communication Team membership will be cross trained to be able to perform different Emergency Radio Communications Team functions and where applicable, will have opportunity to train in other emergency response functions such as Emergency Support Services, Emergency Operations Centre and Rapid Damage Assessment.
The Emergency Radio Communication team will be flexible, giving the ability to respond to a wide scale of events from Public Education to large scale emergencies.
Radio station sites will be determined by each municipality for their respective jurisdiction.
Staffing
Emergency Radio Communications team members and team leaders will be recruited from both municipalities in order to ensure continuity of service in the event of emergencies.
The Colwood - View Royal Emergency Radio Communications team will be unified. The ideal situation is to have one or more fully trained and qualified Radio Station Managers reside in each municipality. Efforts will be made to recruit, screen, and train qualified Emergency Radio Communications leadership that reside in both View Royal and Colwood.
Meetings
In addition to weekly net check ins, regular quarterly combined Emergency Communications Team meetings will be held in person or virtually via radio or other mediums except for July, August, and December. Planning meetings will be convened as frequently as needed.
Training
The Emergency Radio Coordinator with support from Station Managers and Emergency Program staff will co-ordinate local and regional Emergency Radio Communications training for members of the combined team.
Regular exercises will be developed and take place in both municipalities a minimum of once annually.
