Renewal of Emergency Support Services (ESS) Agreement with Colwood Staff Report

RENEWAL OF EMERGENCY SUPPORT SERVICES (ESS) AGREEMENT WITH THE CITY OF COLWOOD

RECOMMENDATION:

THAT the Town of View Royal renew the agreement with the City of Colwood for a joint Emergency Support Services Program to provide emergency support services to both municipalities and mutual aid to others during the term of the agreement (August 1, 2022 to July 31, 2027);

AND THAT the Mayor and Corporate Officer be authorized to sign the agreement substantially in the form attached to the December 6, 2022 Council meeting agenda.

PURPOSE:

To seek Council approval to renew the agreement with the City of Colwood for a joint Emergency Support Services Program to provide emergency support services to both municipalities and mutual aid to others during the term of the agreement.

TIME CRITICAL:

The current agreement expired on July 31, 2022. The City of Colwood has not yet reviewed the attached draft of the agreement or activity report.

BACKGROUND/DISCUSSION:

See attached agreement.

FINANCIAL IMPLICATIONS:

View Royal will match the funding requested from Colwood as per the attached agreement. This will not have a negative effect on the current Emergency Program budget; it will help alleviate the burden of future expenses that we have been carrying in the past to operate the ESS program and create an equal cost sharing.
