Animal Control Services Contract Renewal

RECOMMENDATION:

THAT the Town of View Royal enter into a contract for the provision of Animal Control Services with the Capital Regional District for the years 2023-2025 with the possibility of an extension in 2026 and 2027;

AND Further that the Mayor and Clerk be authorized to execute the contract substantially in the form attached to the November 29, 2022 report from the Fire Chief

PURPOSE OF REPORT:

To seek approval to enter into a contract for Animal Control Services contract with the Capital Regional District.

TIME CRITICAL:

The current contract expires December 31, 2022. A new contract should be in place prior to the expiration date.

BACKGROUND:

The CRD has provided cost effective animal control services for the Town of View Royal for a number of years. The current contract with the CRD for this service expires on December 31, 2022.

PROJECT INFORMATION:

The CRD has submitted a proposed contract to continue animal control services for the Town (See Attachment 1). The proposal is for three years, with the potential to extend the contract for an additional 2 years.

The proposed yearly costs are as follows:

• 2023 - $50,058
• 2024 - $51,560
• 2025 - $53,107
• 2026* - $54,700
• 2027* - $56,341

*in the event of automatic renewal as per proposed contract.

The total cost of the year 2022 of the current contract is $48,600.

BUDGET IMPLICATIONS:

If Council approves entering into a new contract with the CRD, the above noted costs will be fixed for the duration of the contract.

POLICY IMPLICATIONS:

Council approval is required.

SUSTAINABILITY CONSIDERATIONS:

There are limited options for this service in the region. Staff note that there is a positive working relationship with CRD Animal Control and that there have been no significant complaints about the service delivery. Staff believe that the service is provided in a cost effective manner.

ALTERNATIVES TO STAFF RECOMMENDATION:

Staff do not recommend the following alternatives:

1. Issue an RFP for Animal Control Services - An RFP is labour intensive and with limited service providers in the region, staff do not believe that a better service is available.
2. Cancel Animal Control Services - This service would no longer be provided by the Town. There is no capacity amongst existing staff to take over this function which means that there would be no enforcement of TOVR animal control regulations within the Town of View Royal (which would also include Thetis Lake Park).
