DRAINAGE MASTER PLAN RFP

RECOMMENDATION:

THAT the Drainage Master Plan RFP be approved as presented.

ALTERNATIVE OPTIONS:

Option #2: THAT the Drainage Master Plan RFP be approved with additional conditions as deliberated by Council at the March 4, 2025 Council meeting.

PURPOSE:

Per Council’s request, the purpose of this report is to seek Council’s approval of the Drainage Master Plan RFP (project N-098) for release to competitive bid process.

BACKGROUND:

The Drainage Master Plan RFP is attached as Attachment 1 to this report.

The Town’s existing drainage master plan dates back to 2017, approved by Council at the November 14, 2017 Council meeting. Council was informed at the time that it is recommended to update drainage master plans every five (5) years to reflect current policies and practices employed by the Town. A 5-year +/- update generally lined up well with a 2023 OCP Update (as it is best practice to update master plans following completion of OCP updates). As the OCP update was moved to recommence in late 2024 / early 2025, the drainage master plan was rescheduled in kind (see project summary N-098).

ANALYSIS:

Impacts and implications can be summarized as follows:

Community Impact: In addition to technical updates seen in master planning, the RFP further pushes Strategic Planning mandates by:

• Preparing for climate change impacts;
• Identifying opportunities to create natural drainage assets that may help protect and enhance the urban forest in response to the climate emergency;
• Ensuring that the master plan aligns with the new OCP and land use plans through change management of Town bylaws related to drainage.

Financial Implication: The drainage master plan will:

• Update the drainage asset replacement priorities list to inform on capital planning and future budget deliberations with Council (short to long term);
• Directly inform on upcoming Development Cost Charge (DCC) updates;
• Improve the drainage asset information that is necessary to achieving a robust asset management strategy.

The project budget is $208,000 (funded via DCC and provincial grant funding) and the scope of work identified is generally indicative of this budget amount.

Inter-governmental Relations Impact: Touch points with the Capital Regional District integrated watershed management team will be conducted to compare notes on the state of drainage quality discharging into receiving waterways; however, a hydraulic analysis of Thetis Lake will not be in scope of the master plan.

ALIGNMENT:

The recommended option aligns with the Town’s following core guiding documents as follows:

Strategic Plan:

• Priority B, Goal 1: Ensure master plan aligns with managed growth identified in the OCP.
• Priority C, Goal 3: Support community preparation for climate change impacts with respect to sea level rise, storm surge and other extreme weather events.
• Priority D, Goal 1: Confidence in the fiscal health and financial sustainability of the Town.

Official Community Plan: TBD as part of the parallel OCP update in 2025.

TIME CRITICAL:

The drainage master plan project is scheduled for 2025 per the 2024-2028 Financial Plan. Staff can initiate the Request for Proposal process upon Council approval of the RFP.

Additional RFP reviews and presentations could impact delivery of Town projects.
