Housing Target Report Update – Reporting Period 1.1 Presentation

Background

• Town of View Royal selected as part of Cohort 3 on July 30, 2024
• The Town is now required to supply 6 total reports, between 2025 and 2029 (once a year)
• The Town’s Housing Target Order (HTO) requires 585 new units over the next five years

Reporting Requirements

The Town is required to complete the following:

1. Report back to the Province within 45 days of the end of the reporting period (March 17, 2025)
2. Publish the report on the Town’s website; and
3. Submit Council’s resolution of the report to the Province.

Reporting Summary

Reporting Period 1.1 (August 1, 2024 – January 31, 2025)

• Total of 4 new units
• Approximately 548 in-stream builds, to be captured in later reporting periods (181 Island Hwy; 7 Erskine Ln; 258 Helmcken; 1449 Burnside Rd W, 244 Island Hwy)
• Partial occupancy issued for 178 dwelling units at 15 and 17 Erskine (May 31, 2024, and July 26, 2024). Not captured in reporting period.
• Partial occupancy issued for 158 dwelling units at 21 and 23 Erskine Lane, February 19, 2025, captured in next reporting period.

Recommendation

THAT Council approve “Housing Target Update Report for Reporting Period 1.1, August 1, 2024, to January 31, 2025”, dated January 2, 2025.

AND THAT staff be authorized to submit “Housing Target Report Update for Reporting Period 1.1 – August 1, 2024, to January 31, 2025”, to the Province to fulfill the legislative requirements and reporting deadline.

AND FURTHER THAT staff publish the report titled “Housing Report Update for Reporting Period 1.1. – August 1, 2024, to January 31, 2025” on the Town’s website to fulfill the legislative requirements of the Province.
