Conditions of Funding
- The applicant must acknowledge the support of the Town in all printed and publicity material related to the project, event, or program;
- Funds must be used for the purpose for which they were requested. Any funds not used for the requested purpose must be returned to the Town.
- Funds will be released as follows: a. Grants in aid provided for annual programs will be released at 100% at time of approval by Council; b. Grants in aid provided for special projects or events will be released at 50% at time of approval by Council and 50% after receipt of the final report; c. Conditional grants in aid will be paid 100% upon satisfactory proof that the conditions, as set by Council, have been met.
- Organizations receiving grants from the Town shall provide an accounting of the project or program for which the grant was approved as follows: a. Where the grant in aid was for a specific project or event the applicant must submit a final report within 45 days after the project or event is complete. b. Where the grant in aid was in support of an annual program, the applicant must submit a final report within 60 days of the end of the organization's fiscal year.
- An final report must include the following information: i. Evaluation of the project, event, or program; ii. Financial statement of actual revenue and expenses for the project, event or program; iii. Attendance figures, if applicable; iv. Number of participants in the project, event, or program; and v. Evaluation of the direct and indirect benefits to the Town.
- In the event that the project or program is not completed, the grant recipient organization must notify the Town as soon as practical and refund any grant funds that have been provided for that project.

Details of Your Organization’s Grant Request
1) Nature and goals of the project, program or event:
PACS is working with Cascadia Architects to support delivery of a one-day community workshop for the purpose of defining the fundamental program and conceptual design of a new Arts and Culture Centre to be located on the West Shore. This builds on a preliminary feasibility study prepared for PACS in 2022, which was supported by an accessibility and inclusion study to show how this centre will be truly accessible for all.
This workshop will bring together contributors from the south Island (especially the West Shore), including local arts organizations, industry leaders, planners, builders, and other key stakeholders to create a compelling design concept for a facility that will open avenues for the community to produce, learn, and participate in arts creation that simply has not existed to date. We anticipate more than 60 participants from around the region.
The day will begin in a good way with a First Nations welcome and blessing.
Keynote speaker Alex Sarian, a global arts advocate and fundraising expert who led a $500 million campaign for Calgary’s Arts Commons, will share insights on how our community can unite and take the next steps toward a dedicated performing arts space.
Workshop objectives are:
- To build commitment and shared purpose re the creation of a West Shore Arts and Culture Centre
- To engage diverse arts and culture groups in the planning of the centre
- To ‘ground-truth’ the spaces identified in the 2022 Feasibility Study, ensuring that we are planning for spaces that meet community needs
- To build a vision for the project to assist in future fundraising and to develop a community consensus for the project
- To identify the groups that want to be active participants in the design and implementation of the centre
The outcome of the workshop will be conceptual plans and renderings of a new arts and culture centre that meaningfully illustrate the dramatic possibilities to strengthen the west shore community. This bold vision will be presented widely within the community and to government and private partners, beginning with a gala event in fall 2025 to unveil the opportunity.
The project budget ($33,100 plus in kind contributions) reflects the workshop itself, the post workshop deliverables (renderings), and preparatory work for the fall Gala. (Note the program budget in the grant form includes the gala event and hiring of fundraiser.)

2) Summary of direct and indirect benefits to the Town of View Royal:
In the short-term, the workshop offers an opportunity for View Royal organisations and residents to shape the design and look of the West Shore Arts and Culture Centre. We are hosting the workshop in View Royal, at Elements Casino.
When the arts and culture centre is built, it will offer diverse opportunities for learning and appreciation of artistic endeavours in a location that is much closer to home. This will result in more opportunities (increased quality of life) and reduced driving times (quality of life and reduced GHG emissions).

Financial Highlights
Juan De Fuca Performing Arts Centre Society is grateful for the continuing financial support of the community including municipal governments, businesses and private donors. Municipal grants supported the costs of consulting services associated with the development of online communication tools, advocacy and outreach programs in 2024. Donations will be carried forward to 2025 and used to support the cost of professional services (architect and fundraiser).
The positive financial results in 2024 continued to strengthen the organization's financial position which will be required to support its continuing growth in 2025. The Society Directors meet regularly throughout the year either by video-conference or in-person meetings. More than 800 volunteer hours have been spent by the Board of Directors and other supporters but are not accounted for in the above financial statements.
Report to Town of View Royal
Expenditures of 2024 Grant in Aid by JdF Performing Arts Centre Society
The Juan de Fuca Performing Arts Centre Society (PACS) was honoured to receive a grant of $2000 from the Town of View Royal in 2024. This supported our community outreach initiatives.
Funding from View Royal and other West Shore municipalities (totalling $6,600) enabled PACS to hire a part-time outreach coordinator and support her work. Aynaz Fazeli worked with PACS over a three-month period, helping us to:
- Enhance our social media
- Develop a more robust list of arts groups in the region (an important precursor for this year's workshop)
- Prepare for and host a series of outreach events, including Colwood Music in the Park, Langford Food Truck and Music Festival, Metchosin Days, and Highlands Winter Craft Fair.
Our special event in View Royal was "View Royal's Got Talent", co-hosted with the View Royal Community Association. This delightful event (November 2, 2024) featured youth and adult performers, many of them 'on stage' for their first time. Prizes were awarded to winners in both the adult and youth categories (including audience awards). An enthusiastic audience (60+ attendees) packed the View Royal Community Hall. Judges included View Royal Councillor Gery Lemon.
This event supported many View Royal families and novice performers, providing them with a safe and supportive environment to showcase their talents. It also supported the View Royal Community Association and the Community Hall.
The event was deemed a great success by attendees and organisers. We are very grateful to the View Royal Community Association for the opportunity to partner with them for this event.
